;I
i
I
I
I
I
I
I

Mr. Commers inquired if Mr. Ihrke knew of any studies that prove property
value is decreased because of being located adjacent to a T.V. tower.

Mr. Fults replied that he recently sold a lot in Coon Rapids, adjacent to
WCCO tower, that went for more than a comparable lot that was not located
adjacent to a T.V. to~er.

Terry Bruneau - If the residents of Rolling Green choose to take legal action,
because the City rezoned to allow this proposed use and thereby decreased our
property value, who is responsible?

Mr. Peterson replied that the City would not be rezoning but granting a
conditional use permit, that the residents could file suit against Group
W and present a case of property value loss in court, that the City would
not be responsible unless the residents named Ramsey in their court case.

Terry Bruneau - Stated that he is extremely opposed to the cable T.V. tower
being located in a residential area.

Stuart Smith - 6720 166th Lane N.W. - The proposed location for the tower is
in direct line with my living room picture window. If any member of the
Commission were in the market for a home and one prospect had a T.V. tower
adjacent and one prospect did not, which home would you purchase?

Leo Kinebel - Why couldn't the' tower be located at the landfill?

Mr. Fults replied that the landfill area was researched as a probable site,
but there would be interference from the airport and KANO.

Leo Kinebel stated that, for the recOrd, he is opposed to the T.V. tower
in a residential area.

I
I
I
I

Commissioner Deemer stated that unless the T.'V. tower can be located south
of 149th, it will end up in a residential area. He further stated that
there are a lot of electronic factors that enter into determining the best
location for a T.V. tower. Mr. Deemer guarantees that Group W has investigated
several sites before selecting Outlot A of Rolling Green. Mr. Deemer stated
that he also serves as an alternate on the Cable T.V. Committee, that he
has been closely watching Group W's progress and that he is sure Outlot A
is the most desireable site. ~

Gary Meyer - Group W - Stated that GroUp W has researched six sites in
Ramsey, that the site must be centrally located with no anticipated
interference.

Tom Ihrke - Stated that he is not opposed to cable T.V. but that he is
opposed to the proposed location for the tower.

Bob Anderson - 16611 Dolomite - Stated that he is opposed to the T.V. tower
being'located at this proposed site.

Mr. Bruneau - Inquired if the six properties researched were all residential?

Mr. Commers replied that all centrally located, available properties in
Ramsey are residential.

P & Z/December 7, 1982
Public Hearing
