II I I I I I I I I i I I I I I I I PROPOSED FINDINGS OF FACT FOR FAITH BAPTIST CHURCH OF RAMSEY 1) That Faith Baptist Church of Ramsey, hereinafter referred to as "Applicant" has applied for a conditional use permit pursuant to Section 170.016 of the Ramsey City Code. 2) That the reason for the application is to seek approval from the City for the location of a church in an R-1 district in the City. 3) That the property which is the subject of the application is located at the southwest corner of County State Aid Highway #5 and County State Aid High- way #57 in the City of Ramsey described as follows, to-wit: All that part of the Northwest Quarter of the Northwest Quarter of Section 23, Township 32, Range 25, Anoka County, Minnesota which lies Westerly of the right-of-way of County Road No. 57 according to the Anoka Highway Right of Way Plat No. 1, Southwesterly of County State Aid Highway No. 5, and East of the West 400 feet of said North- west Quarter of the Northwest Quarter, said 400 feet being as measured along the North and South lines of said Northwest Quarter of the North- west Quarter, and Northerly of the following described line: Commenc- ing at the Southwest corner of the above described tract, said point being 400 feet East of the Southwest corner of said Northwest Quarter of the Northwest Quarter; thence North 1 degree 13 minutes 15 seconds West (assumed bearing) along the West line of the above described tract for a distance of 1128.29 feet to the actual point o~ beginning of the line to be described; thence South 82 degrees 33 minutes 22 seconds East to the West line of County Road No. 57 and there terminating. Containing 5.500 Acres. 4) That after proper notice and publication, the Ramsey Planning and Zoning Commission held a public hearing on the permit request on the 7th day of June, 1983 at 7:30 P.M. The minutes of that public hearing are hereby incorporated in these Findings by reference. 5) That the subject parcel is a 5.5+ acre tract of land and is located in the R-1 Zoning Use District of the City of Ramsey. 6) That there are no present residential uses on the south boundary adjacent to the subject property. County State Aid Highway No. 5 and County State Aid Highway #57 abutt the property on the north and east. 7) That County State Aid Highway No.'s 5 and 57 are major thoroughfares in the City of Ramsey. 8) That on previous occasions, the City has permitted churches to locate in an R-1 district and on other occasions, the City has prohibited churches from being located in an R-1 district. 9). That in considering the Conditional Use ~ermit, the Planning Commission has considered the following standards, to-wit: a) The nature of the land upon which the use is to be located;
