R CASE CASE #4: PROPOSED CRITICAL AREA AND WETLANDS ORDINANCE: The Planning and Zoning Commission will be conducting the public hearing on the above proposed ordinance. AMENDING OF CHAPTER 110.14 ENTITLED "WEEDS" OF THE CITY I I I I I I I I I I CASE #5: CODE: Chapter 110J14, Paragraph~ 110.143 of the City Code is c~eating a. problem with Ramsey citizens in regards to the cutting of grass. We have the situation where some of the citizens want strict compliance with the above stated paragraph and others are opposed to the strict compliance of this code. Due to all of the rain we have had this year, the grass is growing very rapidly this summer. I am enclosing an excerpt of this chapter which contains the controversial Paragraph 110.143 entitled "Growing Grass" for. your review in regards to this case. This will be enclosure (D2-c). This issue came up last year and again this year and both times it has been brought before the Council. This year Council decided by motion to send it to the Plan- ning and Zoning Commission for review and recommendations as to how to deal with the problem. Frankly, we feel that the paragraph be amended to read that maybe a cer- tain percentage of an individual lot be mowed or just remove the paragraph and let the nuisance ordinance govern the situation if it develops into a public health problem. I'm sure there will be a delegation of citizens at the meeting regarding this issue as they don't want to lose their rural setting here in Ramsey. Commission Action: Your action will be to make a rec- ommendation to the City Council. DEVELOPMENT OF THE FIVE YEAR CAPITAL IMPROVEMENT PROGRAM I I BUDGET (CIPB): At this meeting we should set up a calendar as to how you want to proceed with the development of the CIPB. I think this document will definitely have to address the following areas:
