<br /> 15.1621 ACCESS TO GOVEPdqMEN-f DATA. Subdivision I. Public data. All-
<br />government data collected, created, received, maintained or disseminaled-by a state
<br />

<br /> Subd. 2. P~ocedures. Tlq, e responsible authority in every state agency, political
<br />subdivision, ~nd statewide system shall establish procedures, consistent with sections
<br />15.1611 to 15.1698, to insure that requests for government data are received and
<br />.com~lie. d .'?ith in an appropriate and p.rompt manner. Full convenience and comvre-
<br />hensive accessibiJitv shall be allowed to researchers including !fistori.ans, genealogists.
<br />and other scholars to car~ out extensive research and complete Copying of all
<br />records containing.government data except as otherwise expressly provided by law.

<br /> Subd. 3. Request for data. Upon request to a responsible authofit'y or
<br />designee, a ~erson shall be ?ermitted to insCect and .copy government data at
<br />reasonable times a,nd__.~laces, and if the person requests, he shall be informed of
<br />the d__ata~s..__meaning. The responsible authority' or.des, qgnee shall provide copies of
<br />[..ovemment data upon req~.~es!.~...~_~?e~sponsible amhofity ma>, require !he request-
