Engineer Rsatlkka stated that it appears that their drainage is flowing onto another property. Planning & Zoning Commission recommendation is that they will have to solve the drainage problem, combine lots or something and maintain the drainage on their own property; provide place for employee parking, marking the area; provide place for parking heavy equipment, and obtain a variance on the access road. It was noted that ~arv Realty owns the road they are using at present. t/otion by Chairmau Peterson, seconded by Zimmermau to recommend to the City Coaucil that before a building permit is issued to ~innesota. Utilities for any construction that they have frontage on a dedicated City street. ~otion carried. 5 - 0 Art Duma voted Naye because of the fact that there is already an existing building on this parcel. Ron West voted Naye because of the hardship, he feels even though different persons own the property that this is creati.ng undue hardship to require Minnesota Utilities to obtain a variance to get a building permit. LEISURE WHEELS - REQUEST FOR SIGN PEffMIT Motion by Deemer, seconded by Hubbard to recommend approval of Leisure Wheels Inc., request for a sign advertising'the butane service providing: 1. They fill out the application and pay th~ fee 2. They move the sign at least five feet'off'the right of way of Highway 10 3. A variance be granted on the size of the sign. (this sign is 16 feet over the allowable size) ~otion carried. 7-0. STEVEN WELSH SITE PLAN/DESIGN PLAN REVIEW ~tr. Welsh was present to discuss his proposed addition to his building. He presented au informal sketch of the site. A discussion was held. Regarding Engineer Raatikka's letter of review dated 9/4/79, Item No. 3, delete the portion that refers to "sa~es". Regarding Item No. 4, drainage of water appears to b.ea~to the railroad property mud the drainage can't go onto railroad property. ~Lr. Welsh has to show how he can retain water on his own area or direct it to public property. He plans to install a ten (10) foot privacy fence. The sewer is to be put in front of the facility. "~ A discussion was held regarding whether his existing building is constructed on. a floating sl~b or with footings and the present building code requires footings .which may create a problem with this addition. ~r.
