Engineer Raatikka suggested starting right behind Kovar's with the service road. <br /> <br />Chairman Peterson stated he would like to have a feasibility study on this <br />service road with surveying, measuring, etc., which could perhaps be done by <br />Engineer Raatikka. <br /> <br />Ron West stated it would be best to leave the 50 feet right of way in the rear <br />of the property at this.time until a decision on the road can be reached. <br />Discussion held regarding the site plan ordinance, procedures and fees. <br /> <br />Mr. Deemer questioned what type of activity would be c'onducted in the new <br />garage. <br /> <br />Mr. West replied that there would not be any pits or hoists. <br /> <br />NOON'S R.V. CENTER SITE PLAN/DESIGN PLAN REVIEW <br /> <br />Noon was present to explain his request to the C~m~ssion. <br /> <br />He stated that he will use the addition to his building as office space. <br />The Commission stated that Mr. Noon would ~ave to designate parking areas. <br /> <br />Chairman Ken Peterson explained to Mr. Noon what the Planning & Zoning <br />Commission is seeking through site plan/design plan review, that they are looki~ng_. <br />at buffer zones, landscaping, parking facilities etc., and that he would be <br />required to enter into a development contract. <br /> <br />Mr. Noon is to show a new front on his building (finished front) on his <br />plans, landscaping and traffic pattern. <br /> <br />Mr. Leb,~en was present to discuss his site plan drawing. <br /> <br />Administrator Schnelle pointed out that the parcel on which Mr'. Leb~kken <br />is planning to expand his business has no access. <br /> <br />Mr. Leb~kken replied that he has the right to put in the road for his access <br />for a private drive, that this was okayed a year ago. His purchase agreement <br />states that they have to pay $2500 for the road when the addition is platted <br />and it will be blacktopped at that time. <br /> <br />Staff is to research previous action taken a year ago last June. <br /> <br />Mr. Lebakken stated that hopefully within a year the dump will be filled <br />and will create a nice parking area. <br /> <br />Regarding the construction, Mr. Lebsk~en stated tha1~this is a proposed <br />extension on the garage to do light mecb~uical work and it will be the <br />same steel design buildingwithfrost footings, etc. <br /> <br />Art Dunn asked if they plan to dress up the exterior appearance of the building <br />by putting in wood panels on the building to break'up the monotonous appearance <br />and put a green landscaped 'area in front of the building. <br /> <br /> -6- <br /> egular P & Z M eting - 9/4/79 <br /> <br /> <br />
