Mrs. Volner stated that they cannot raise enough plants in the smaller structure to make money on the plant parties, and if they have to purchase plants to take to the parties they don't make money. Administrator Schnelle cor~nented that persons doing business in an R-1 area are hard to control. Mrs. Volner explained that their Original request was for a greenhouse of 2400 square feet. Councilman Cox said that the problem the City encounters in this situation is that people do not like to see these kinds of structures in residential areas. Administrator Schnelle said they cannot take away from the other persons property value. He questioned if they should not have located in an area other than residential if they in.tended to conduct this operation. Motion by Councilman Cox and seconded by Councilman Sorteberg to deny the request of Mr. & Mrs. Vo]ner to operate a greenhouse in a R-1 Residentially zoned area based on comments from the;neighbors and it is the Council's interpretation that a greenhouse of this size constitutes a "commercial" venture rather than one of a private nature and findings of fact for this denial are to be drafted and presented for Council's approval at the next Council meeting. Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson~ Reimann and Sorteberg. Voting no: None. Councilman Cox said he could go along with a smaller size, 6' X 10'. Councilman Reimann concurred stating that an 8! X 10' or 10'. X 10' would be more on the order of a hobby type structure. Mrs. Volner stated that it is her legal right to have an accessory structure of 624 square feet. Mayor Gamec said that was not correct, because accessory structures can only be used for storage and not to produce, manufacture or sell for retail sales. Councilman Reimann said the same type of construction as the house and exterior has to be the same as the house or very similar on accessory buildings. Mayor Gamec noted that the City ordinance provides that the structure has to be placed for future subdivision of the property. Mr. Knutson said this is a temporary structure, not a building, just 2 X 4's and plastic. Councilman Reimann said a 10 foot X 10 foot would be in the range of hobby size. Mayor Gamec concluded that it is the consenSus of the Council that a structure no larger than 10' X 12' would be more appropriate for that type of operation in a residential neighborhood.
