Mrs. Volner stated that they cannot raise enough plants in the smaller structure <br />to make money on the plant parties, and if they have to purchase plants to take <br />to the parties they don't make money. <br /> <br />Administrator Schnelle cor~nented that persons doing business in an R-1 area <br />are hard to control. <br /> <br />Mrs. Volner explained that their Original request was for a greenhouse of 2400 <br />square feet. <br /> <br />Councilman Cox said that the problem the City encounters in this situation is <br />that people do not like to see these kinds of structures in residential areas. <br /> <br />Administrator Schnelle said they cannot take away from the other persons <br />property value. He questioned if they should not have located in an area <br />other than residential if they in.tended to conduct this operation. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to deny the <br />request of Mr. & Mrs. Vo]ner to operate a greenhouse in a R-1 Residentially <br />zoned area based on comments from the;neighbors and it is the Council's <br />interpretation that a greenhouse of this size constitutes a "commercial" <br />venture rather than one of a private nature and findings of fact for this <br />denial are to be drafted and presented for Council's approval at the next <br />Council meeting. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson~ Reimann <br />and Sorteberg. Voting no: None. <br /> <br />Councilman Cox said he could go along with a smaller size, 6' X 10'. <br />Councilman Reimann concurred stating that an 8! X 10' or 10'. X 10' would be <br />more on the order of a hobby type structure. <br /> <br />Mrs. Volner stated that it is her legal right to have an accessory structure <br />of 624 square feet. <br /> <br />Mayor Gamec said that was not correct, because accessory structures can only <br />be used for storage and not to produce, manufacture or sell for retail sales. <br /> <br />Councilman Reimann said the same type of construction as the house and exterior <br />has to be the same as the house or very similar on accessory buildings. <br /> <br />Mayor Gamec noted that the City ordinance provides that the structure has <br />to be placed for future subdivision of the property. <br /> <br />Mr. Knutson said this is a temporary structure, not a building, just 2 X 4's and <br />plastic. <br /> <br />Councilman Reimann said a 10 foot X 10 foot would be in the range of hobby size. <br /> <br />Mayor Gamec concluded that it is the consenSus of the Council that a structure <br />no larger than 10' X 12' would be more appropriate for that type of operation <br />in a residential neighborhood. <br /> <br />C/Feb. 12, 1980 <br /> Page 8 <br /> <br /> <br />
