Chairperson Field asked for an analysis of communities that abused debt limits and the effects of <br /> this. <br /> Commissioner Zaetsch proposed that the City Council discuss the amendment in work session <br /> and that it be presented by the Charter Commissioner Chairperson. <br /> Chairperson Field stated he would not be comfortable discussing restrictions on the powers of <br /> Authorities, but would be willing to discuss limits on debt limit. He requested a presentation on <br /> the details on the bonding authority. He would then like another discussion on delegating <br /> authority. <br /> Commissioner S. Anderson inquired if bonds were issued for Legacy Christina Academy. <br /> Community Development Director Gladhill replied that bonds were issued for Bunker Lake <br /> Boulevard. <br /> Chairperson Field requested a presentation on bonding powers and stated he would review <br /> educational opportunities before forwarding anything to City Council. <br /> Commissioner S. Anderson asked for examples such as the Municipal Center. <br /> Commissioner Zaetsch reviewed the history of the Town Center and PACT Charter School. <br /> The Commission Members requested the presence of Finance Director Diana Lund at their next <br /> meeting. Chairperson Field suggested a simplified PowerPoint of an hour or so. <br /> Commissioner S. Anderson suggested the League of Minnesota Cities to receive education. <br /> Commissioner Zaetsch expressed concern that the League of Minnesota Cities is a lobbying <br /> entity. <br /> Commissioner Deemer noted previous restrictions on the City based on Charter Amendments not <br /> requiring an election. A minor change can occur with an affirmative vote of the full City <br /> Council. <br /> Commissioner Zaetsch suggested that language read that "membership of boards and <br /> commissions shall not exceed nine (9) members and shall be Ramsey residents." <br /> Chairperson Field asked if the Councilmembers should serve on Authorities. <br /> The Commission set the following future agenda items: <br /> 1) Presentation on issue of bonding functions <br /> 2) Presentation of Tax Increment Financing <br /> a) Examples of effectiveness in other communities <br /> 3) What restrictions does the Charter have on restricting authorities <br /> Charter Commission/ July 13, 2016 <br /> Page 7 of 8 <br />
