Review File: Sketch Plan:Homestead Road Lot Split <br /> Comprehensive Plan and Zoning Code Review <br /> Page 4 of 8 <br /> Additionally, Drainage and Utility Easements must extend at least sixteen and a half(16.5) feet <br /> beyond the delineated wetland edge to encumber the required wetland setback area. <br /> Landscaping: Two trees per dwelling unit are required as part of any new subdivision. Deciduous <br /> trees shall be a minimum of one (1) inch caliper and evergreen trees shall be at least five (5) feet <br /> in height. The Preliminary Plat submittal will need to include a Landscape Plan that has the <br /> following: <br /> • A planting schedule that identifies the common and scientific name, root stock, quantity <br /> and size for each proposed species. <br /> • Each lot shall have two (2) front yard trees. <br /> • A planting detail must be included with the landscape plan(another option is to incorporate <br /> the City's tree planting detail). At a minimum, it should state: <br /> o Planting depth shall be such that the Is' set of primary roots is at finished grade <br /> o Only prune out dead/broken/deformed branches at time of installation <br /> o Removal of upper portion of wire basket and burlap after being placed in planting <br /> hole if using B & B stock. <br /> 0 2-4 inches of wood chip mulch shall be included around all trees. Mulch shall not <br /> be piled against the trunk of trees. <br /> Density Transitioning: The proposed plat is adjacent to an existing, larger lot residential <br /> neighborhood that is zoned R-1 Residential (Rural Developing), and thus, density transitioning <br /> would be applicable. However the lot directly adjacent to the Subject Property is owned by the <br /> City and appears to be entirely wetland. The wetland complex between the proposed Lot 1 and <br /> the single family home west of the Subject Property is more than 400 feet wide,which appears to <br /> satisfy the density transitioning requirement. <br /> Tree Preservation: A detailed tree inventory identifying all significant trees, as defined in City <br /> Code Section 117-327 (and outlined below), shall accompany the Preliminary Plat Submittal. At <br /> least forty percent(40%) of the inches of existing significant tree DBH must be preserved on site. <br /> The tree preservation plan shall include the following: <br /> • All oak trees and evergreen trees that are four (4) inches or greater in Diameter at Breast <br /> Height (DBH) and all other deciduous trees that are eight (8) inches or greater DBH shall <br /> be identified on the tree inventory (cumulatively referred to as significant trees). <br /> • Inventory shall include species, DBH,tree condition,whether the tree will be preserved or <br /> removed, a tally of total significant tree DBH on site and how many DBH inches will be <br /> removed and for what purpose (some removals, such as for storm ponding, do not count <br /> toward the removal calculation). <br /> • Inventory shall also identify location of tree save fencing, which shall be installed at least <br /> at the drip line of individual trees or groups of trees and shall be in place prior to any <br /> grading or removal work begins. <br /> • Tree save fencing shall also be included on the grading/drainage/erosion control plans as <br /> well. <br /> Topsoil: Each individual lot that will have a new single family home constructed on it will need <br /> to have four (4) inches of topsoil, meeting the City's topsoil specification, installed across all <br />
