Mr. James Gallager, 17711 Eaton Street, asked for the term "unit" to be <br />defined. City Engineer Raatikka said an existing parcel of land which <br />cannot be further subdivided or each two and one-half acres is a unit, <br />i.e., 20 acres could have eight units. Two and one-half acres is the <br />unit size, since this is the minimum lot size in the area. Properties <br />larger than two and one-half acres must also be subdividable to be for <br />additional units to be created. Mr. Gallager also asked regarding cul- <br />verts which need repair and what could be done about these and if repair <br />was included in the estimates. City Engineer Raatikka said some of the <br />culvert repairs were figured in the estimates. <br /> <br />City Engineer Raatikka said the costs were estimated based on the spring <br />of 1980 construction season. <br /> <br />Mr. George Christopherson, 9305 Ermine Blvd., asked what the life expectancy <br />of the blacktop streets is; is there an alternative to like Class V and <br />are there any federal or state subsidies available? <br /> <br />Mayor Gamec said there are no subsidies available unless this is an MSA <br />road, which these are not. Life expectancy of the proposed roads are <br />15 years, per City Engineer Raatikka. Mayor Gamec said Class V could be <br />an alternative. <br /> <br />Mr. Christopherson also asked if the estimate included high oil prices in <br />the future. Mayor Gamec said a new hearing would be held if actual bid <br />costs are 25% higher than the estimates presented tonight. <br /> <br />Mr. Douglas Hamm, 6821 - 152nd Avenue N.W. wanted to know if the City will <br />be able to maintain blacktop streets vs. the present streets. <br /> <br />Mayor Gamec said yes, as the City .is budgeting for equipment for maintain-' <br />ance of blacktop streets. <br /> <br />Mr. Hamm questioned the advisability of 1½" thick streets and problems with <br />drainage on other projects from last year. Mayor Gamec said some of the <br />restoration in the 1979 projects has not yet been completed. <br /> <br />Mr. Richard Havrilla, 9421 - 180th Avenue, asked what constitutes restoration. <br />City Engineer Raatikka said this includes top soil, seeding and driveway <br />restoration. <br /> <br />He also asked if he is correct that an unbuildable, lot will not be assessed. <br />City Engineer Raatikka said yes. <br /> <br />Mr. Havrilla asked when will sealcoating be necessary? <br /> <br />Public Works Superintendent Mevissen said sealcoating usually is needed <br />every five years. <br /> <br />Mr. Ronald Tregoning, 17700 Eaton Street, asked if the project is turned <br />down now, wouldn't it just cost four to five times more in five years when <br />it may be put it. <br /> <br />PUBLIC ~ARING <br />UNPLATTED HAGEN'S ADDITION <br /> April 8, 1980 <br /> Page 2 <br /> <br /> <br />
