,~CASE #10: FEDERAL REVENUE SHARING: <br /> <br />Enclosure (D3-h) contains a letter from Congressman 0berstar <br />asking for our support for Federal Revenue Sharing as Congress <br />would like to dispose of it this session as a means to cut back <br />on their budget. <br /> <br />Council Action: I have prepared for your approval/disapproval <br />the following documents as enclosure (D3-i): <br /> <br />l) Resolution Supporting Federal Revenue Sharing <br />2) Letter to Mr. 0berstar stating how we use Revenue Sharing <br />money in 1978, 1979 and 1980. <br /> <br />AUTO SALVAGE ON 140TH AVENIIE N.W. AND SUNFISH LAKE BLVD,; RE- <br /> <br />QUEST FOR; CASE OF MR. NEIL BONNET: <br /> <br />In reviewing this case with the City Attorney our zoning does <br />not accommodate th~s type of a business operatmon even in our <br />Industrial zoned area where Mr. Bonnet wants to locate his <br />auto salvage business. <br /> <br />Consequently, if Mr. Bonnet wants to operate his business at <br />the above location, he would need a conditional use permit. <br />In view of this, Mr. Bonnet wants to discuss the matter with <br />the Council before he pursues the avenue of trying to get a <br />conditional use permit. <br /> <br />ADMINISTRATION OF AND ESTABLISHING ADMINISTRATIVE PROCEDURE <br /> <br />REGARDING ZONING ORDINANCE AND MINING ORDINANCE: <br /> <br />The following areas require Council to set some policy guide- <br />lines: <br /> <br />a) Administration of Non-Conforming Use Business in Residential <br /> <br />Areas: Due to the problems this type of use is causing the <br />City and its restrictive nature the City Staff wotuld like for <br />Council to establish the following policy: <br /> <br />1) That all non conforming use business be required to <br />execute an agreement with the Council which would establish <br />the parameters of their non conforming use, This would <br />only pertain to those businesses who were in operation in <br />a residential district prior to the establishing of this <br />ordinance. <br /> <br />2). Those businesses who were a non conforming use but com- <br />menced after the ordinance would be a problem and consequently <br />would have to have a hearing, etc. <br /> <br /> <br />
