,~CASE #10: FEDERAL REVENUE SHARING: Enclosure (D3-h) contains a letter from Congressman 0berstar asking for our support for Federal Revenue Sharing as Congress would like to dispose of it this session as a means to cut back on their budget. Council Action: I have prepared for your approval/disapproval the following documents as enclosure (D3-i): l) Resolution Supporting Federal Revenue Sharing 2) Letter to Mr. 0berstar stating how we use Revenue Sharing money in 1978, 1979 and 1980. AUTO SALVAGE ON 140TH AVENIIE N.W. AND SUNFISH LAKE BLVD,; RE- QUEST FOR; CASE OF MR. NEIL BONNET: In reviewing this case with the City Attorney our zoning does not accommodate th~s type of a business operatmon even in our Industrial zoned area where Mr. Bonnet wants to locate his auto salvage business. Consequently, if Mr. Bonnet wants to operate his business at the above location, he would need a conditional use permit. In view of this, Mr. Bonnet wants to discuss the matter with the Council before he pursues the avenue of trying to get a conditional use permit. ADMINISTRATION OF AND ESTABLISHING ADMINISTRATIVE PROCEDURE REGARDING ZONING ORDINANCE AND MINING ORDINANCE: The following areas require Council to set some policy guide- lines: a) Administration of Non-Conforming Use Business in Residential Areas: Due to the problems this type of use is causing the City and its restrictive nature the City Staff wotuld like for Council to establish the following policy: 1) That all non conforming use business be required to execute an agreement with the Council which would establish the parameters of their non conforming use, This would only pertain to those businesses who were in operation in a residential district prior to the establishing of this ordinance. 2). Those businesses who were a non conforming use but com- menced after the ordinance would be a problem and consequently would have to have a hearing, etc.
