a. USE OF PARK: The designation of a city park with its <br />primary use as a horse arena is a lawful act by the City Council <br />and its Parl~ Recreation Committee. It does become the responsibility <br />of the City to see that it is properly regulated and that there is <br />ample parking and that the grounds are properly policed. <br /> <br />Council Action: Council action would be to adopt regulation to reg- <br />ulate the use of this park which would address the following areas. <br /> <br />1). Control size of horse shows <br />2). Parking so that it doesn't interfere with residence <br />3). Policing grounds <br />4). Fencing park area <br />5). Handling of garbage <br />6). Park hours <br />7). Acquiring a permit for horse shows <br /> <br />The above is only a suggested list of things you might want to set up <br />in your regulation. Your present park ordinance doesn't really go in <br />depth enough in managing improved City Parks of this type. <br /> <br />You also may want to make a small portion of the Traprock Park into <br />an area for a Children's Play Area, but that should be fenced in before <br />you do it. These are only suggestions as to what you should/should not <br />do there. <br /> <br /> b. ' TAXES 'REFUNDABLE ON ~TRAP~DCK PARK: In checking with the County, <br />Mr. Galinda did pay the taxes .on the above park land. It was such a small <br />amount of money that waS levied on the park that it is not worth our effort <br />~nd time to ask the County to compute it out. From what I gather, the <br />taxes on this park land was between five and ten dollars. <br /> <br />~ 'Recommendation: If Mr. Galinda wants this money refunded to him, I <br /> suggest he go down to the County and ask them to compute it out. Then <br /> bring to the City Council for approval to authorize that he (Mr. Galinda) <br /> be refunded. <br /> <br /> <br />
