MINNESOTA UTILITY S~TE AND DESIGN PLAN DEVELOPMENT'CONTRACT-.~ Mr. Lloyd Bear2 was present representing Minnesota Utility. 'The Council reviewed the proposed contract with Mr. Begrl.
