CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; <br />CASE JERRY THELL CONSTRUCTION <br />By: City Planner, Anita Rasmussen <br /> <br />Background: <br /> <br />Jerry Thell of Jerry Thell Construction has submitted a site plan for the development of a 12,000 <br />square foot office/warehouse building on Lot 2, Block 5, Alpaca Estates. The following items are <br />enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated April 27,2000 <br /> <br />Notification: <br /> <br />Site Plans are not subject to public hearings. However, the applicant is applying for a <br />conditional use permit to allow for the warehouse portion of this site plan. A conditional use <br />requires a public hearing and neighboring property owners, including Monarch Homes and <br />Canvas Craft, Inc., were notified of the proposal and public hearing. <br /> <br />Observations: <br /> <br />The site is restricted to a lot coverage of 35% or 20,886 square feet; the 12,000 square foot <br />building equals a lot coverage of approximately 20%. The location of the building meets all <br />required building setbacks. However, the property proposes to have off-street parking area <br />directly abutting the existing residential district to the south. City Code requires a 40 foot <br />landscaped area between businesses and abutting residential districts. <br /> <br />The exterior walls are proposed to be a combination of burnished concrete block, rock face <br />block, utility block, face brick and smooth concrete block. The plan also proposes a flat roof. <br />According to code, flat roofs on non-residential structures may be prohibited when such <br />construction is deemed by the City to be incompatible with surround residential development. <br />Since the property borders a residential development and there are two existing business along <br />Riverdale Drive with pitched roofs, staff feels the proposed flat roof is incompatible with the <br />surrounding area. <br /> <br />In accordance with City Code, all maneuvering and parking areas are proposed to be paved with <br />bituminous and finished with B-612 concrete curbing. The number of off-street parking spaces <br />complies with City Code requirements. <br /> <br /> <br />
