CASE <br /> <br />PROPOSED AMENDMENTS TO TOWER ORDINANCE <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Over the past couple of months, the Planning Commission has been working with Meg <br />McMonigal and Theresa Oreenfied, the City's consultants from McCombs, Frank, Roos and <br />Associates, to review and amend the City's regulations for towers. <br /> <br />Observations: <br /> <br />At the regular Commission meeting in September, some definitive direction was given to Meg <br />McGonigal and Theresa Greenfield for amendments to the tower ordinance. In summary,' the <br />proposed amendments consist of the following: <br /> <br />· Restricting cell towers to residential parcels at least 10 acres in size located in an area <br /> depicted in the draft comprehensive plan as the Rural Preserve Area (to be identified <br /> as a Tower Overlay District in the tower ordinance). <br />· Restricting all other towers in the residential zone generally to church, park, <br /> government, school, utility, and institutional sites at least 10 acres in size. <br />· Establishing a tower setback from residential dwellings equal to 1.5 times the height <br /> of the tower. <br />· Increasing the tower height in residential zones from 75 to 120 feet (designed for at <br /> least 3 antennas). <br />· Co-location radius was increased from Va mile to 1 mile. <br /> <br />Enclosed for your review is the current tower ordinance with strikethroughs and underlines to <br />identify proposed changes to the code. A map of the proposed Tower Overlay District is also <br />enclosed. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the Planning Commission forward the proposed ordinance <br />amendments to City Council for adoption. <br /> <br />Commission Action: <br /> <br />Motion.by and seconded by <br />tower regulations as proposed. <br /> <br />to recommend that City Council amend the <br /> <br />Review Cheeldist: <br />City Attorney <br />Community Development Assistant <br /> <br />PC: 10/03/2000 <br /> <br /> <br />
