CASE ]/4:

(sales tax, state withholding tax, and other miscellaneous
shared taxes) are returned to governmental entities on an
equal basis. It is shameful and disasterous to our state
of Minnesota to have such inequities amongst our communities
in the State.'

b)

Minnesota property tax laws governing the market valuation
on commercial~ industrial and multiple dwellings is not
able to cope with the fast moving economic situation that
confront us. There is much work that can be done in this
area and will effect the whole State.

c)

Minnesota real estate taxes on commercial, industrial,
multiple dwellings, there are many problems here that
confront the whole State of Minnesota. There are indus-
tries that will not locate in Minnesota because of our
real estate tax structure.

d) Transportation is going' to be another one that affects the
whole State and we had better do proper planning.

The above is on2y a partial list but I think paragraphs (a),
(b), (c), and (id) should head the list especially paragraph
(a). Ramsey should go to this meeting with a prepared resolution
from the City Council stating how you see things and how they
should act on especially the area we have had considerable
contact with here.

Council Action: There is a sheet attached to enclosure (D3-b)
to fill in if you're going and plan to eat lunch there.

~IETR0 COUNCIL MEETING ON 208 WATER QUALITY PLANNING:

Enclosure (D3-e) contains the time, date and location of meet-
ing and the subject matter being discussed. I don't think the
meeting will really have too much bearing on the City of Ramsey.

MR. HAROLD HANSON REGARDS TO A BUILDABLE LOT:

Mr. Hanson owns two lots (which are adjacent) on one lot he
has his house and the other is vacant parcel of land. Problem -
with the street improvement going in he is faced with two unit
assessments on his property. He maintains only the lot where
his home is located is a buildable lot. Now in the feasibility
report that was prepared by our City Engineer he shows both
lots as being buildable.

Enclosure (D3-d) contains a map showing the location of his
lots. The lots shaded in yellow are lit. Hanson~s parcel his
house is located on the parcel marked with an X.
