2) Council may desire to take the action in the Administra- <br /> tor's comments above. <br /> <br />Either of the above procedures would be adequate in this case <br />except the procedure in sub paragraph.#2 above would establish <br />a set date. <br /> <br />CASE #2: <br /> <br />ADDED SOLID WASTE DISPOSAL CAPACITY NEEDS IN T~IE METRO AREA: <br /> <br />The following documents are submitted for Council information <br />and action if deemed necessary: <br /> <br />a) <br /> <br />Enclosure (D2-b) contains the estimated added solid waste <br />disposal needs in the Twin Cities Metro Area for 1981-2000 <br />which was adopted July 10, 1980 by Metro Council. <br /> <br />b) <br /> <br />Enclosure (D2-c.) contains City of Ramsey resolution #80-60 <br />adopted June 24, 1980 in response to the ar~aounced public <br />meeting held by Metro Cotuncil on June 26, 1980 in regards <br />to the matter contained in enclosure (D2-b). Please refer <br />to Council agenda dated June 24, 1980 enclosure (D-3 case #2) <br />Council New Business for total background information. <br /> <br />c) <br /> <br />Enclosure (D2-cc) contains Metro Cotuncil Chairman's (Charles <br />Weaver) letter dated July 28, 1980 in response to your <br />resolution #80-60 dated June 24, 1980 which is contained <br />in the above enclosure of sub paragraph (b) above. <br /> <br />Administrator's Comments: In reviewing Enclosure (D2-cc) it <br />would appear that your resolution did a lot of good. The <br />major task now is the follow up that we exercise on the meet- <br />ing held on the Metropolitan Council's Solid smd Hazardous <br />Waste Management Advisory Committee which means Council should <br />appoint a member from its ranks to bird dog this matter through <br />and to make sure that contents of paragraph #2 of the above <br />enclosure (D2-cc) coincide with our resolution #80-60. <br /> <br />Paragraph #3 of enclosttre (D2-cc) could be a serious problem <br />to Ramsey in regards to ownership of the land. We had better <br />check this out as soon as possible. Secondly, this same para- <br />graph #3 states that the Metro Council will acquire these <br />sites. Consequently, the City-may not be able to levy sur- <br />charge on the landfill. <br /> <br />Consequently, in view of the above our battle to see that we <br />are fairly treated may just have started on this issue. <br /> <br />Council Action: Council should review enclosure (D2-b) and <br />the contents of enclosure (D2-cc) very carefully. It is <br />recommended that a Council member be appointed to carry the <br /> <br /> <br />
