City's views on this issue to all the meetings being conducted <br />by the Metro Council's Solid Waste Advisory Committee. <br /> <br />CASE #3: <br /> <br />MINNESOTA EQB REPORT DATED JULY 24, 1980, REGARDING RAMSEY'S <br />CRITICAL ARE~' PLAN: <br /> <br />Enclosure (D2-d) contains Minnesota EQB's letter dated July 24, <br />1980 which contains their comments on Ramsey's Critical Area <br />Plan. It'is further recommended %hat Council refer to yotur <br />Council Agenda dated May 14, 1979 Enclosure D-3 case #4 which <br /> <br />contains background information to this case. Also refer to <br />enclosure (A-5) of Council agenda dated June 11, 1980, which <br />contains the Council minutes for theM ay 29, 1979 meeting <br />the date Council adopted Ramsey's Critical Area Plan. <br /> <br />Problem Areas: The only problem areas I see that the City has <br />with EQB and Metro Council are the following. The other problems <br />they mention are not of any real consequence: <br /> <br />a) <br /> <br />Lot size - This is the major problem where I think the City <br />is going to have real problems with as it runs in conflict <br />with our zoning ordinance. <br /> <br />b) Urban and Rural Area Defining - Here Council may have a <br /> problem in redefining what you have already establish as <br /> your urban and rural area. <br /> <br />Administrator's Comments: This whole business regarding Ramsey's <br />Critical Area Plan and the Wild and Scenic River Ordinance <br />really disgust one. It just doesn't even make sense the <br />approach the Metro Council and EQB is taking on this issue with <br />our Critical River Plan. I guess we just keep negotiating with <br />them. <br /> <br />Council Action: Your action will be to discuss contents con- <br />tained in enclosure (D2-d) and give policy direction to City <br />Staff. <br /> <br />CASE #4: <br /> <br />STATE AIDS: <br /> <br />The following documentation is submitted to Council on this <br />issue: <br /> <br />b) <br /> <br />c) <br /> <br />Enclosure (D2-e) contains letter Minnesota League of Cities'- <br />dated July 24, 1980. <br /> <br />Enclosure (D2-ee) contains a resolution we are proposing <br />that Council adopt in regards to the short fall of State <br />Revenue and the potential reduction in our State Aids.- <br /> <br />Enclosure (_D2-eee) contains an article from the Minneapolis <br />Sunday paper about State Aids. <br /> <br /> <br />
