-4- <br /> <br />III. SCOPE AND CONTENT OF LAND DISPOSAL ABATEMENT REPORT <br /> <br />The Council intends to describe in the report all reasonable disposal <br />abatement strategies. However, only those strategies that the <br />counties can reasonably be expected to implement will be emphasized <br />in the county section of the report (see outline below). Those <br />strategies that are most appropriate for state and federal author- <br />ities will be described and evaluated, and then separate recommen- <br />dations will be developed for regional, state and federal actions. <br />Those strategies that the Council presently considers not appropriate <br />for county action include most of the waSte reduction methods, such <br />as product taxes, container deposits, product bans, packaging reduc- <br />tion, newsprint conservation and extended warranties. The counties <br />will probably, however, be expected to support these strategies <br />through public education programs and policies. <br /> <br />Because the solid waste problem is unique for each county in the <br />Metropolitan Area, the report will contain specific and quantifiable <br />abatement objectives and schedules for the individual counties. This <br />approach will provide sufficient flexibility for each county to adopt <br />those abatement strategies most suited to its needs and capabilities. <br />Since the Council's abatement report will be submitted to the coun- <br />ties by January 1, 1981, it will provide the basis for the required <br />land disposB1 abatement proposals to be submitted to the Council by <br />April 1, 19U2. <br /> <br />The outline for the final abatement report will be approximately as <br />follows: <br /> <br />I.
