-4- III. SCOPE AND CONTENT OF LAND DISPOSAL ABATEMENT REPORT The Council intends to describe in the report all reasonable disposal abatement strategies. However, only those strategies that the counties can reasonably be expected to implement will be emphasized in the county section of the report (see outline below). Those strategies that are most appropriate for state and federal author- ities will be described and evaluated, and then separate recommen- dations will be developed for regional, state and federal actions. Those strategies that the Council presently considers not appropriate for county action include most of the waSte reduction methods, such as product taxes, container deposits, product bans, packaging reduc- tion, newsprint conservation and extended warranties. The counties will probably, however, be expected to support these strategies through public education programs and policies. Because the solid waste problem is unique for each county in the Metropolitan Area, the report will contain specific and quantifiable abatement objectives and schedules for the individual counties. This approach will provide sufficient flexibility for each county to adopt those abatement strategies most suited to its needs and capabilities. Since the Council's abatement report will be submitted to the coun- ties by January 1, 1981, it will provide the basis for the required land disposB1 abatement proposals to be submitted to the Council by April 1, 19U2.
