CASE #4:

CASE #5:

#6:

AIIEND SECTION 110.143 OF THE CITY CODE:

Enclosure (D3-c) is excerpt of Section 110.143 of the City
Code which we (City Staff) are requesting Council to review
with the intent to delete. It is almost impossible to stay
on top of these type of complaints. Citizens are just not
going to maintain these huge lots like they do in Anoka.

Council Action: Request Council to review the request with
the intent to delete Section 110.143 of the City Code.

NORTH CENTRAL PUBLIC SERVICE REGARDING GAS RATES:

Enclosure (D3-d) contains the proposed gas rates that may be
coming from North Central Public Service later this year after
the Public Service Commission finishes their review.

Council Action: Council should note they reviewed this. You
may want to voice an opinion on it.

RAMSEY'S SECOND SANITARY SEWER INTERCEPTOR SERVICE CONNECTION:

Enclosure (D3-e) contains Council Resolution #80-76 and o~r
letter forwarding it to the hearing officer. If the Metro
Waste Control Commission has their say about this issue, it
will be in excessive of ten (10) years before Ramsey realizes
this second interceptor service connection which will serve
the southeast quadrant of~Ramsey.

Consequently, the Council had better apply all the pressure
you can to get that interceptor in at the time you have stated
in Resolution #80-76.

Council Action: You are going to have Mr. Weaver here at this
meeting so there is no time like now to press him to take action
on this vital issue to the City of Ramsey.

FINANCING OF PUBLIC STREETS IN NEW PLATS (INDUSTRIAL AND RESI-

DENTIAL ):

The financing of street improvements in new plats can be done
through K~nnesota Statute #429 which is the same law we are
using for our current improvements.

The City Staff would state that if Council does proceed with
this procedure which would be a change in current policy°
You should request an escrow fund to be established to cover
costs of feasibility study, public hearing and plans and speci-
fications.
