011 <br /> <br />1) That on June 2, 1980, the developer presented a preliminary plat to <br />the City's Planning and Zoning Commission. <br /> <br />2) That the plat presented on June 2, 1980, was a revised plat consist- <br />ing of less acreage than a preliminary plat presented by the developer at <br />an earlier date. <br /> <br />3) That because of the similarity with the earlier plat and the plat <br />presented on June 2, 1980, the Planning and Zoning Commission determined <br />that a new public hearing was not necessary. <br /> <br />4) That the City Engineer made certain recommendations regarding the plat <br />~n a letter dated June 2, 1980 and addressed to the Planning Commission, <br />and which letter the City Council has reviewed. <br /> <br />5) That the Planning and Zoning Commission passed a resolution approving <br />the plat subject to the City Engineer's recommendations along with other <br />matters, and that said resolution is incorporated herein as if fully set <br />forth. (See E~ibit #1 attached) <br /> <br />6) That the City Council reviewed the previous preliminary plat on <br />March 11, 1980, and it was a consensus that the park dedication should <br />include corridors on both sides of Trott Brook instead of only one side. <br />Consequently, the developer deleted a portion of the plat adjacent to the <br />brook. <br /> <br />7) That there was extensive discussion amongst the Council [and the <br />tdeveloper's representative Paul Johnson,.concerning .the len~th~ofthe <br />proposed cul-de-sac. <br /> <br />8) That the City's subdivision regulations provides in Section 170.038C7, <br />that "The maximum length of cul-de-sac streets shall be six hundred (600) <br />feet, measured along the centerline from the intersection of origin to the <br />end of' the right-of-way. (See Exhibit 2). <br /> <br />9) tP~at several Council members on July 8, 1980 questioned the safety <br />factor of pe~,itting lengthy cul-de-sacs with the resultant one access <br />problem to the six (6) lot plat plus the existing platted areas of <br />Brookview Estates and White Pines Estates. <br /> <br />10) That in the past, the City has permitted one access situations to <br />occur by allowing the plats of Trott Brook First and Second Addition, <br />Forest Hideaway, Woodlawn Estates, Whispering Pines Estates Plat #3, <br />Rum Acres, White Pines Estates, Mississppi Acres, Itasca Heights, <br />Caroline Acres, Rodeo Hills, lower portion of Riverwood Hills, Brook- <br />view Estates, Menkveld's Country Park and Gateway North Industrial Park. <br />(See Exhibit #3) <br /> <br /> <br />
