"Setback" mea~s the minimum horizontal distance between a struct~re and the ordinar~ high water level, bl~ffline, or highway. "Se~age Treatment System" me~ns any system for the collect- ion~ treatment ~nd dispersion of sewage including but not limited to septic ta~s, soil absorption systems ~nd drain fields. "Single Family Dwelling" means a detached building con- taining one dwelling unit. "Structure" means any building, sign, or appurtenance there to, except aerial or ~nderground utility lines, such as sewer, electric, telephone, telegraph, or gas lines, in- cluding towers, poles, and other supporting appurtenances, and fences unsed to control livestock or delineate boundaries. "Subdivision" means improved or ~nimproved land or lands which are divided for the purpose of ready sale or lease, or divided successively within a five year period for the p~rpose of sale or lease, into three or more lots or parcels of less th~u five acres each, contiguous in area and which are ~nder common ownership or control. "Substandard Use" means any use w~thin the land use dis- trict existing prior to the date of enactment of this ordi- nance which is permitted within the applicable land use district but does not meet the minimum lot area, length of water frontage, structure setbacks or other dimensional standards of the ordinance. "Variance" means any modification or variation of official controls where it is determined that by reason of exceptional circ~nstances, the strict enforcement of the official con- trols would cause unnecessary hardship. "Wetland" shall be as defined in~_~nesota Statute, Section 105.37, Subd. 15.
