3 3 HOUSING PLANS As contained within a munici- pal comprehensive plan, adopted municipal resolution or a HAP. Points would be awarded for a HAP only as long as a current plan is in effect and the community is demonstrating a meaning- ful effort to achieve the goals outlined in the plan. Policies directed toward the provision of a diversity of hous- ing costs and types (i.e:, for a ' broad range of incomes~and family sizes, and in particular for iow-and-moderate-income families). Numerical housing goals (i.e., projected numbers of housing units needed by size and type of unit, for familia and elderly, and which take into account metropolitan needs aswell as local needs. These may be short-range as well as long- range goals.). Specific implementation pro- gram (i.e., identification of de- tailed programs, plans, strategies, and timing for the use of federal, state, or local level, public or priv~t~Tf-eSou rces~ e~essary to meet the quantifiable housing goal~ These may be short- range as well as long-range pro- grams, but should relate clearly to the achievement of iderrtio fled goal~). 10 100 LOCALLY FUNDED EFFORTS TO LOWER HOUSING COSTS Efforts or actions which reduce housing costs for iow-and-mod- orate-income persons, but which are not covered in the criteria outlined above (i.e., using local funds from mill levy or revenue sharing to operate a leased hous- ing program, or to write down land costs or improvement costs which then facilitates the con- struction of housing within the price range or Iow-and-moderate- ~ncome persons}. In order to receive points for this activity, a community must submit- formal written evidence of- the money expended from local taxes. The amount must be of sufficient magnitude to warrant, in the Council's judg- ment, the awarding of these point~ Points would not be awarded to communities which have enabling legisla- tion, but do not have actual subsidized housing cost~ TOTAL MAXIMUM POINTS
