of curb to the property line in order to allow for snow removal equipment to safely operate <br />between the buildings and the boulevard trees. She stated this results in a need for Sunwood <br />Drive to provide 92 feet of right-of-way, or a 2 foot drainage and utility easement along the <br />southern property line. She indicated there are two options to accommodate the additional 2 feet <br />of right-of-way needed. Option one would be to keep the building design as it is, with the zero <br />lot line setback and reduce the 60 foot right-of-way requirement along 145th Avenue by 2 feet, <br />resulting in a 58 foot right-of way. She stated the second option would be to reduce the building <br />footprint by two feet. She indicated the applicant would like to proceed with a reduction in right- <br />of-way along 145th Avenue, so a variance will need to be processed, and the preliminary plat will <br />need to be revised to reflect the desired option. <br /> <br />Associate Planner Wald demonstrated on the site plan how the building will move two feet, and <br />the edge of the property line will shift two feet. She reiterated they would be asking for a 2-foot <br />variance to the street right-of-way for 145th Avenue to accomplish the proposed development. <br />Staff is supportive of this option. <br /> <br />Kevin Miller indicated they are proposing a commercial street on 145th; with two 10-foot lanes <br />and two 8-foot parking areas. <br /> <br />Commissioner Van Scoy asked for clarification on how the building would move, and where the <br />utility easements are located. <br /> <br />Associate Planner Wald stated the applicant was showing drainage and utility easements that <br />would be covered by the building and the parking lot. The proposed 10 foot easements are not <br />required or needed along the north and west boundary line. The City is requesting a 2 foot <br />drainage and utility easement along Sunwood Drive. <br /> <br />Commissioner Van Scoy stated he is questioning why they are having this discussion. He <br />indicated they were supposed to have zero lot lines here, which is indicated in the zoning, and he <br />wonders why they cannot do that now. <br /> <br />Associate Planner Wald indicated the streetscape for Sunwood Drive was just finalized, and <br />Public Works realized they needed an additional two feet of right-of-way for maintenance <br />purposes. <br /> <br />Commissioner Van Scoy asked if this two-foot setback would apply to all the buildings along <br />Sunwood. <br /> <br />Associate Planner Wald indicated it would depend on the building, but they will need a 92-foot <br />right-of-way all along Sunwood Drive. <br /> <br />Commissioner Van Scoy asked what the parameters are for lot lines in this area. <br /> <br />Associate Planner Wald stated they are zero to fifteen. <br /> <br />Planning Commission/June 16, 2004 <br /> Page 4 of 15 <br /> <br /> <br />
