the subject property is 1.23 acres in size and is located within the Town Center subdistrict TC-3. <br />She indicated the proposed office facility is considered a permitted use within the TC-3 district. <br /> <br />Associate Planner Wald further advised City Code requires a Floor Area Ration of 0.5. On this <br />particular lot, the FAR requirement would mean that there would have to be 26,837 square feet <br />of building. The applicant is proposing to construct 43,168 square feet, or a FAR of 0.8. <br /> <br />Associate Planner Wald explained the Town Center Zoning District established setback <br />standards based on the principle of 'build to' lines rather than traditional setbacks. She indicated <br />as discussed in the preliminary plat case for Town Center 4th Addition, due to the need for an <br />additional two feet of maintenance area along Sunwood Drive, the site plan and preliminary plat <br />will need to be revised to provide an additional 2 feet of right-of-way along Sunwood Drive. <br /> <br />Associate Planner Wald advised the landscaping plan is generally acceptable in accordance with <br />comments outlined in the City Staff Review Letter dated June 11, 2004. She noted additional <br />trees will need to be installed along 145th Avenue and within the parking lot in order to meet City <br />Code requirements. <br /> <br />Associate Planner Wald explained the office building is proposing to derive access from <br />Sunwood Drive and 145th Avenue. She stated the access off of Sunwood Drive will be a shared <br />access between the office building and future development on the adjacent outlot. The site plan <br />is showing two access points from 145th Avenue, and it appears that one of the access points is <br />for an overhead garage door. <br /> <br />Associate Planner Wald stated the proposed TC~3 District requires buildings to be 2-3 stories in <br />height. She indicated the site plan is proposing a two-story office building, which meets <br />requirements. The site plan is also meeting parking stall requirements. She indicated the office <br />building will provide on and off street parking spaces to satisfy parking requirements. <br /> <br />Associate Planner Wald indicated the Planning Commission will be reviewing the Draft <br />Development Guidelines for Town Center immediately following this case. The draft guidelines <br />establish recommendations and requirements related to the architecture and design of the site and <br />building. She indicated the Development Guidelines establishes three key sections within the <br />TC-3 District; Public Realm/Streetscape, Site Development, and Architecture. She stated the <br />proposed office building and related site design is meeting the intent statements in the Public <br />Realm/Streetscape, Site Development, and Architecture with two revisions: 1)remove and <br />relocate the overhead door located immediately adjacent to 145th Avenue, and 2) provide an <br />awning or decorative accent along a portion of the ground level windows. <br /> <br />Associate Planner Wald stated Staff and the developer have discussed the two outstanding <br />architectural guideline issues. She indicated the access to the overhead door was too close to the <br />Peridot intersection, which is an MSA street.
