Assistant Community Development Director Trudgeon advised the exterior of the addition and <br />the awning arc proposed to be metal paneling, painted to match the existing building. The H-1 <br />l-lighway 10 Business District allows for metal siding, but not metal paneling, however, it does <br />allow the City Council to approve alternate materials. Because the expansion is relatively small, <br />and thc proposed material will match the existing building, staff is recommending that the metal <br />paneling be approved for the expansion area and the awning. The Planning Commission <br />reviewed the site plan at their September 2, 004 meeting and also recommended that the Council <br />approve the exterior finish material deviation. <br /> <br />Councilmember Kurak commented the metal building makes sense, as they are trying to keep the <br />cost down on any development in this area because of the mapping process with Highway 10. <br /> <br />Mayor Gamec asked how this affects the mapping of this particular area, in relation to holding <br />vahtcs even. <br /> <br />Assistant Community Development Director Trudgeon explained as long as it is something <br />approved by the Council it is acknowledged there will likely be an increase in value. However, <br />this is a fifirly minor improvement. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Kurak, to allow the use of <br />metal paneling on the expansion area and grant site plan approval to E-Z Auto Sales, h~c., <br />contingcnt upon compliance with the City Staff Review Letter dated August 27, 2004, revised <br />September 9, 2004. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Kurak, Cook, Elvig, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Further Discussion: Mayor Gamec inquired about a plan for valuation in the Highway 10 area. <br />Assistant Community Development Director Trudgeon replied they have tried to address this <br />through the creation of the H-1 Zoning District, which looked at the type of uses allowed. The <br />reconstruction of Highway 10 is imminent and they have to be fair and equitable to the property <br />owners in that area. This was also addressed by restricting lot coverage. Mayor Gamec inquired <br />what the situation would be if an application came in with more value from the improvements. <br />Assistant Community Development Director replied the Board of Appeals is being established, <br />and there could be a recommendation to deny an application. Councilmember Cook commented <br />business owners would likely look at what they are putting into the property, knowing they may <br />lose thc building at some time. Assistant Community Development Director Trudgeon noted that <br />is part of thc whole process of the official mapping, so people are aware of the future plans. The <br />City has done a lot of things to recognize that landowners have rights and want to develop, but <br />thc City's exposure down the road needs to be eliminated. <br /> <br />City Council/September 13, 2004 <br /> Page 22 of 29 <br /> <br /> <br />
