Case #1 O: <br /> <br />Authorize Purchase of TH 47 Trail Easement from Vincente and Jane <br />Prokopio <br /> <br />City Enginccr Jankowski reviewed that in order to complete the trail along the west side of TH <br />47 between Alpine Drive and Elmcrest Park, easements from three properties are required. <br />Appraisals wcre prepared on all three of these properties and offers were extended to the property <br />owners in the amount of the appraisals. Two property owners have made counter offers, while <br />tile third property has since been acquired by a developer who is wiling to dedicate the necessary <br />easement to thc City. An evaluation of the septic system for one of the properties is being <br />conducted prior to finalizing the settlement with that property owner. The owners of the third <br />property, Vincente and Jane Prokopio, are ready to execute the easement subject to a counter <br />offer. Thc appraised value of the easement was $5,400 and their counter offer was $8,500. At a <br />Council work session held on September 7th, the consensus was that this counter proposal was <br />reasonable and recommended its acceptance. Staff recommends approval of the counter offer by <br />Vincentc and Jane Prokopio of $8,500 to acquire a trail easement over the east 20 feet of Lot 1, <br />Block 1 JPJV Addition. <br /> <br />Cmmcilmember Elvig stated this is an important project, as there is a lot of traffic in this area <br />with many children there. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Kurak, to approve the counter <br />offcr by Vincente and Jane Prokopio of $8,500 to acquire a trail easement over the east 20 feet of <br />Lot 1, Block I JPJV Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Cook, Pearson, <br />Strommcn, and Zimmerman. Voting No: None. <br /> <br />Case #11: <br /> <br />Award Contract for IP #04-33 Alpine Drive/156th Avenue Storm Sewer <br />Project <br /> <br />City Enginccr Jankowski advised this project consists of the installation of approximately 850 <br />l'eet of 1 $ inch storm sewer between 156th Avenue and Alpine Drive to provide drainage to a low <br />spot in which snow melt ponds adjacent to the foundation of a residence. This storm sewer will <br />also provide tile capability to drain additional areas to the north should future conditions require. <br />Thc project was attthorized by the City Council at the August 10, 2004 meeting. The bids were <br />opcncd today, with three bids received. The low bid was from Inland Utilities Construction in <br />tile amount of' $33,350. Staff recommends the bid be awarded in that amount. This project will <br />be fimdcd fi~om the storm water utility. <br /> <br />Councilmcmber Zimmerman commented this is an example of a good use of the storm water <br />utility. <br /> <br />City Council/September 13, 2004 <br /> Page 23 of 29 <br /> <br /> <br />
