Motion by Chairperson Nixt, seconded by Commissioner Jeffrey, to recommend that the City <br />Council grant approval of the proposed preliminary plat contingent upon compliance with City <br />Staff Review Letter dated July 30, 2004 and approval of the request for site plan approval. The <br />preliminary plat should include the following: <br /> · Access to line up with the 147th Avenue/Ramsey Boulevard intersection east of Ramsey <br /> Boulevard. <br /> · The creation of an outlot adjacent to the southern lot to allow for future connection to the <br /> road network. <br /> · The minimum cul-de-sac length necessary as determined by staff at the termini of 148th <br /> Avenue. <br /> <br />Further Discussion: Mr. Schmidt indicated the site will meet the setback and requirements. His <br />plan is to eliminate future issues with the parcel on the corner by deeding the outlot to the City so <br />it is there for access purposes. Assistant Community Development Director Trudgeon indicated <br />staff will continue to explore the access issue with the county. Commissioner Brauer asked if the <br />access being proposed at 147th Avenue locks them in if the county decides it needs to be at a <br />different location. Mr. Schmidt replied he thinks the county will be hard pressed not to have the <br />access where it ah'eady is. Putting 148th Avenue through would create more problems with CR <br />56 and traffic. Commissioner Brauer asked if something should be included in the motion to <br />state thc Commission is opposed to 148th Avenue going through. Mr. Schmidt replied if it is <br />included in the minutes he can communicate that to the county. Chairperson Nixt conunented <br />the recommendation of the Commission is based on their desire to achieve the appropriate tine- <br />up given the existing development along CR 56 and to avoid the staggered access that would <br />result if the access were to be approved at 148th Avenue, which they are opposed to at this t/me. <br />This access at 147th Avenue would also facilitate the county's desire to eliminate additional <br />access to CR 56. Commissioner Watson stated access at 148th Avenue going through the <br />residential neighborhood would be a violation of the comprehensive plan. There are several <br />things in thc comprehensive plan regarding the separation of new development from existing <br />neighborhoods, the flow of traffic, and those types of things. There are about 20 different things <br />in the comprehensive plan that the access at 148th Avenue would be in violation. <br /> <br />Motion cmTied. Absent: Commissioners Johnson and Shepherd. <br /> <br />Case #6: <br /> <br />Request for Site Plan Review for Expansion of Wiser Choice Liquor Store; <br />Case of M & W Holding, LLC <br /> <br />Assistant Community Development Director Trudgeon indicated the City of Ramsey has <br />received a request for site plan review from Jeff Wise of M&W Holding Company to construct <br />an addition to the existing Wiser Choice Liquor Store. The site plan is proposing to add 1,960 <br />square feet to the existing 3,200 square foot liquor store. The addition will be utilized for <br />expansion of the cooler area, additional display area, and additional storage area. The building <br />located at 14590 Armstrong Blvd. The property was zoned B-3 Highway Business when it was <br />originally constructed. The development complied with all pertinent codes at the time of the <br />development. The site is now zoned TC-2 Town Center Commercial. The off-sale liquor <br />facilities were pem~itted with the previous zoning and permitted in the TC-2 Conqmercial Zoning <br /> <br />Planning Commission/August 5, 2004 <br /> Page 17 of 40 <br /> <br /> <br />
