District. The original building is grandfathered in relation to the setbacks and parking <br />requirements. The addition, however, will be subject to the TC-2 requirements. <br /> <br />Assistant Community Development Director Trudgeon explained the proposed addition will <br />expand the buildings in two areas. The southern expansion of 840 feet will extend the building <br />to the south. This expansion will contain additional cooler space and display area. The southern <br />expansion will be located eight inches from the southern lot line. The TC-2 Commercial Zoning <br />District allows for zero-lot line setbacks, so this setback is allowed. A standard 1 O-foot drainage <br />and utility easement currently exists adjacent to the southern property line. The applicant has <br />submittcd an application to vacate the southern drainage and utilify easement. The second <br />building expansion will happen on the western (rear) side of the building. This expansion will <br />1,120 square feet and will be utilized for storage. The expanded building will meet the 30-foot <br />rear yard setback. <br /> <br />Assistant Community Development Director Trudgeon explained the TC-2 Commercial Zoning <br />District requires a Floor Area Ratio (F.A.R) of 0.5. Since this building was constructed under <br />and met the B-3 regulations coupled with the fact that the site plan is an addition to an existing <br />use, Staff feels that it is not appropriate to apply the new F.A.R. requirement to the development. <br />It should be noted, however, that the expansion will increase the square footage of the business <br />which is consistent with the intent of the TC-2 Commercial Zoning District. The exterior <br />building materials of the existing store consist of vinyl siding and coronado field stone. These <br />materials were approved by the City Council at the time of the original site plan approval. The <br />proposed additions will consist of the same material as the original building. He advised staff <br />does not fcci that the Town Center Development Guidelines should apply to this request since <br />the expansion should match the existing building. However, Staff would recommend that the <br />Coronado field stone be extended farther down the southern elevation. Staff would also <br />recommend the addition of some windows along the southern elevation. Staff recommends site <br />plan approval contingent upon compliance with City Staff review letter dated July 30, 2004. <br /> <br />Jeff Wise, applicant, indicated the two concerns of he and his partner are the request for putting <br />windows on the south side and including stone on'the south side. He inquired if this stone would <br />be required on the entire south side of the building. <br /> <br />Assistant Community Development Director Trudgeon explained staff was thinking of wrapping <br />the stone around the building 20 to 30 feet. <br /> <br />Mr. Wise commented they were not required to have windows on the south side of the building <br />previously. Adding the windows will cause a couple of problems, mainly with security. This <br />would require them to put windows in their display area. Also, With the Oasis gas station and <br />video store only being 18 feet away the windows would look at a blank wall. The addition is set <br />back 16 feet and he does not think anyone could see the windows. He contacted the owner of the <br />building to their south about transplanting the tree they currently have on the side to put it on his <br />property, and he will be adding additional screening.
