Absent: Commissioners Johnson and Shepherd. <br /> <br />The public hearing was closed at 8:10 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:10 <br />p.m. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Watson, to recommend that the City <br />Council adopt Findings of Fact relating to Bretton Gates' request for a home occupation permit. <br /> <br />Motion carried. Absent: Commissioners Johnson and Shepherd. <br /> <br />Case #4: <br /> <br />Public Hearing - Regarding Request for an Amended Conditional Use <br />Permit to Allow for Expansions of the Green Valley Greenhouse in the R-1 <br />Residential District; Case of John Rowe <br /> <br />Presentation <br /> <br /> Assistant Community Development Director Trudgeon explained in 1977, Wayne Davis <br /> established the Green Valley Greenhouse on his homestead at 6530 Green Valley Road. In <br /> 1990, Mr. Davis determined that an expansion of his warehouse would be necessary. The <br /> subject property is zoned R-1 Residential and agriculture is a permitted use in that zone. <br />. However, the City Code definition of agricultural uses includes flower nurseries, but without <br />buildings. Therefore, Mr. Davis' operation was determined lawful non-conforming and it was <br />neccssmy for the City to issue a Conditional Use Permit to allow the eXpansion of the <br />greenhouse operations. That penxfit stated that any future expansions or additions of permanent <br />structures to the facility would require amendments to the conditional use permit. In 2000, the <br />City issued an amended CUP to Mr. Davis to allow for approximately 18,000 square feet of <br />expansions to the greenhouse facility. <br /> <br />Assistant Community Development Director Trudgeon advised in 2004, Mr. Davis sold the <br />greenhouse business to his brother-in-law, John Rowe.
