Town Center 3rd Addition - Final Site PlarJCoborn's <br />October 7, 2004 <br />Page 8 off0 <br /> <br />Gas Operations: The gas component shown on the site plan will consist of three pumps covered <br />by a canopy. The canopy will contain material and color that is consistent with the groce~ store. <br />The elevations of the gas pumps do not show any signage on the canopy. No signage wil-1 be <br />allowed on the gas canopy. The City Council has introduced an ordinance to amend the TC-2 <br />District to allow tbr gas operations as an accessory use in the TC-2 Zoning District. The gas <br />operation, s shown on the site plan is contingent on the City adopting the zoning ordinance <br />amendment. Additionally, since the gas operations will be in the City's wellhead protection area <br />and its proximity to Well #6, approval to operate the gas compon<nt is contingent on meeting the <br />tbllowing minimum conditions '- <br /> <br />a) Double walled storage tanks with corrosion protection. <br />b) Spill protection to catch spills that may occur during delivery of products.. <br />c) Overfill protection including automatic shutoff devices, overfill alarms and ball float <br /> valves. <br />d) Leak detection, including interstitial monitoring of the double walled tank. <br />e) Product release monitoring, including installation of groundwater monitoring wells and <br /> monthly monitoring of these wells. <br />g) Tank Tightness Testing on an annual basis. <br />g) Armual reports summarizing monthly monitoring results, monthly inventory, control, and <br /> tank tightness testing. <br /> <br />Car Wash: The final site plan has eliminated the car wash from the development proposal. <br /> <br />Drive-Thru: The drive-thru that will be operated as part o£ the pharmacy operations contained <br />within the grocery store will be located on the west side of the building. The Conditional Use <br />Permit ~br the drive-thru feature was approved by the City Council on July 27, 2004. <br /> <br />Size of Grocery Store: The TC-2 Zoning District requires a conditional use permit ~br buildings <br />larger than 35,000 square feet, The grocery, store shown on the pre!iminary site plan was <br />proposed to be 54,000 square feet, with future expansion to 63,000 square feet. The City issued a <br />Conditional Use Permit (CUP) approving the initial building at 54,000 square feet, with <br />expansions t.p to 64,000 square fee~. The final site plan submitted indicates that the initial size <br />of the Coborn's store will be 62,000 square feet, which is allowed tinder the CUP previously <br />isstted. However. it is StafFs und.e?tanding that Coborn's is seeking approval to amend the Cbq? <br />to allow l:or an ultimate building size of up to 70,000. square feet. ~n accordance with. the <br />procedures established in City Code t:br amendments to CUP's, the request will be submitted to <br />the Plam~ing Commission in November for a hearing and recommendation. <br /> <br /> <br />
