Town Center 3rd Addition- Final Site Plan/Coborn's <br />October 7, 2004 <br />Page 9 of 10 <br /> <br />Town Center Development Review Guidelines: The following comments are a review of the <br />proposed final site plan in accordance with the Sub-District Guidelines for the TC-2 Commercial <br />area, as found in the Final Draft Town Center Development Guidelines. <br /> <br />Public Recdm/Streetscape: The subject property is located immediately adjacent to Armstrong <br />Blvd., Sunwood Drive and Zeolite Street. No public parks are identified for this sub-district. <br />This sub-district encourages a mix of large and small floor buildings, accommodating auto- <br />oriented uses. Therefore, an attractive streetscape, small scale green spaces, pockets of gathering <br />areas are encouraged. Outlot A is being reserved for entrance green space; .outdoor dining <br />overlooking a pond area is proposed; there are pedestrian sidewalks adjacent to the streets; trees <br />to shade the sidewalks and parking lot; and pedestrian crosswalks placed internally for <br />connectivity between buildings. <br /> <br />Site Development: .The site plan includes a mix of large scale retail and convenience uses. <br />Generally, the buildings proposed for this block are located at the street right-of-way, with the <br />exception of' the grocery store. However, the Design Guidelines encourage large scale users in <br />the TC-2 district to locate adjacent to the railroad. Buildings are located at key intersections of <br />Armstrong and Sunwood and Zeolite and Sunwood. The site development guidelines <br />specifically state that no more than 25% of street frontage, which is equal to approximately 288 <br />i'eet in this case, can be utilized for surface parking lots. The 21-Space off-street parking area <br />located east of Lot 2 and adjacent to Sunwood Drive does not exceed 288 feet in width and <br />complies with the 25% restriction on surface parking lots. <br /> <br />.4rchilecturat Standards: In accordance with stated goals of the Town Center design guidelines, <br />detailed elevations reflecting the changes to the buildings since preliminary site plan approval <br />need to be provided. [t is staff's understanding that the floor plan for Coborn's affects the <br />outside design of the building. The City, shall be provided with final building elevations for <br />Coborn's when the final floor plan has been determined. Any site plan approval will be <br />contingent upon Council approval of the final building elevations. The architectural features of <br />the grocer,./ store consist of the same exterior materials on all four sides of the building and <br />include diversity in texture, color, shapes, projections, recesses, height, and transparency at street <br />level. The selected materials include EIFS integrally treated with color, brick veneer, split face <br />CMU, precast concrete panels, smooth face aggregate and pre-finished metal accents. The same <br />materials will be used on the fueJ island to aesthetically blend the accessory use with the main <br />store. The 'TC-2 District requires buildings to be 1-3 stories in height, in accordance with the <br />design guidelines ~br larger scale buildings, the grocery store will be located adjacent to the <br />railroad co~'idor <br /> <br /> <br />
