City Engineer Jankowski replied that staff h ad not y et talked t o t he owner oft he golf c ourse
about the issue.

Councilmember Zimmerman inquired if there was currently an outlet from the golf course pond.

City Engineer Jankowski replied no.

Councilmember Zimmerman stated that there has been some talk about developing the land on
the other side of T.H. #47 and inquired if staff has considered what those needs would be in the
area as well.

Councihnember Elvig noted that he has been on the golf course enough times to know that it is a
very marshy area near that pond and so he would have some concern that adding more water to
that pond may be a potential hazard.

Assistant Director of Public Works Olson replied that there has been some discussion with
draining the water to the west to a large wetland complex.

Councilmember Zimmerman inquired if there was a short-term solution they could proceed with
in order to put together a long-term plan for the area.

City Engineer Jankowski replied that alternative C would be a short-term solution.

Councilmember Cook inquired if all of the water was having an impact on the wooded area.

Mr. Thorson replied that he has not noticed that.

Councihnember Cook stated that he thought they should proceed with Alternative C and then
have staff work with the developer to resolve some the drainage issue for this subdivision along
with thc new development.

Councihnember Elvig stated that he would concur with that.

City Engineer Jankowski noted that the City might want to get a letter of acknowledgment from
the neighboring property owner if they do proceed with alternative C.

Councilmember Cook stated that if they push water into the woods and then they have standing
water in the woods they could start loosing trees.

Mr. Thorson noted that the area where the water would drain to is a natural flow for the water.

Assistant Director of Public Works Olson expressed concern that the City may be setting
precedent with purchasing and installing a four-inch pipe without an easement. He would
preferred that the City pay the property owners for the easements necessary for the lot and then
the Thorson's could use those funds to install the pipe themselves.

Public Works Committee/July 15, 2003
