Councilmember Elvig inquired if the Thorson's would be satisfied with a temporary fix at this
time. He explained that he fully believed that they would have the opportunity to correct the
problem within the next few years when development occurs.

Mr. Thorson replied that he though alternative C would help by allowing the standing water to
move and hopefully make their backyard more usable.

Councihnember Zimmerman noted that staff needs to find out if they contain the majority of the
water on the west side of T.H. #47 can they direct it to the south.

Assistant Director of Public Works Olson replied that when and if the development occurs they
will drain the water to the same wetland complex in the park area that will need an outlet to
Ditch #66.

Councihnember Zimmerman inquired as to where the current drainage from the shopping center
goes.

Street Supervisor Reimer reviewed.

Councihncmber Cook inquired if they would leave the other issue along 5810 and 5830 as is if
they proceed with alternative C.

Assistant Public Works Director Olson noted that the City had started condemnation action for
the 164th lane extension and they could use that for an easement for a pipe to assist in correcting
both problems.

Councihnember Zimmerman inquired as to what staff's recommendation would be at this time.

Assistant Public Works Director Olson replied that staff would recommend that they be directed
to have discussions with the Thorson's over what easements may be need on their property and
then the City could purchase those easements. The Thorson's could then use that money to
construct the drain tile.

Councilmember Zimmerman inquired if the Thorson's were willing to work with staff on the
issue.

Mr. Thorson replied definitely.

Councilmember Zimmerman inquired if the Public Works Committee felt that there was a need
to do anything with the south side of 164th Lane at this time.

Consensus of the Public Works Committee was to not address the 164th Lane issue at this time.

Public Works Committee/July 15, 2003
