ordinance on December 11, 2001 and approved the 2001 Comprehensive Plan on December 18, <br />2001. The 2001 Comprehensive Plan expands the MUSA boundary to include the subject <br />property. The plat area is 9.7 acres. The subdivision is proposing to plat 17 new single-family <br />parcels and one existing homestead for a total of 18 single-family lots. Net density (exclusive of <br />Hwy. #47 right-of-way) has been established at 1.9 units per acre. Community Development <br />Director Frolik noted that 18 lots will receive public access from the extension of 158th Lane into <br />the plat from River Pines 2na Addition to the west. Currently, 158th Lane dead ends on the west <br />boundary of the proposed plat and this is a public safety concern since the length of this dead end <br />is greater than 600 feet. Lithium Street N.W. would be extended from the south to the north <br />boundary of the plat. A cul-de-sac would extend east off of Lithium to service the remainder of <br />the lots. The existing homestead will have access to the cul-de-sac. The plat has been forwarded <br />to Mn/DOT for review and it is expected that they will suggest that the two existing driveways <br />onto T.H. #47 from the existing homestead be abandoned and that right of access along T.H. #47 <br />be dedicated to the State. The proposed cul-de-sac does not exceed the 600-foot length <br />restriction. All of the lots meet the 10,800 square foot lot area and gO-foot lot width (measured at <br />the building setback) requirements. She added that sidewalks will be required along 158~h and <br />Lithium Streets. The Park and Recreation Commission met on September 20, 2001 and <br />recommended that park dedication be satisfied by the dedication of a 20-foot trail easement <br />rulming parallel to State Highway #47 and a cash contribution. The Commission also <br />recommended that the Developer be required to pave a trail running from the northerly limits of <br />River Pines 5'h Addition to the southerly limits of Apple Ridge, with the cost of trail construction <br />outside the limits of River Pines 5th Addition being credited towards trail fees due on the plat. <br />She said that City Staff recommends preliminary plat approval. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Reeve to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Vice Chair Kociscak, Commissioners Johnson, Reeve, Sweet, and <br />Watson. Voting No: None.
