Absent: Commissioners Reeve, Sweet, and Watson. <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat Review of Sunflower Ridge; Case of Oakwood <br />Land Development <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:59 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 8:59 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated Oakwood Land Development has applied for <br />preliminary plat approval of a townhome development proposed to be named Sunflower Ridge. <br />The property is generally located north of Alpine Drive and west of T.H. #47. In the previous <br />case, a public hearing was held to rezone the property to R-3 Urban Residential and to permit <br />development of the property at a net density not to exceed 7 units per acre. The sketch plan <br />proposed 131 units; the preliminary plat is proposing 126 units, which equates to a net density of <br />6.9 units per acre when the wetlands are factored out. She said in accordance with the new <br />private street policy, the plan is proposing a main public street through the project area and it <br />extends north off of Alpine Drive and continues to the north boundary of the plat, providing <br />access to the north. There are also two public street extensions to the east into Evergreen Point. <br />Per the Planning Commission's request at the time of sketch plan review, another public street <br />has been incorporated into the plat that provides access to the west. It was also noted at the time <br />of sketch plan review that a majority of the driveways were onto the public streets. The <br />developer has reworked the public streets and private driveway collectors, and reoriented <br />buildings so that now 79 of the 126 driveways will access onto private collectors. A preliminary <br />grading and drainage plan has been provided. A preliminary utility plan has also been received. <br />Coordination with adjacent plat will need to be provided and a comprehensive plan should be <br />proposed. The current proposal requires approval contingent upon the approval of Wildlife <br />Sanctuary 2nd and Evergreen Point. The final plat should encumber all wetlands and stormwater <br />ponds with drainage and utility easements. There should also be a 10 foot drainage and utility <br />easement around the perimeter of the plat. City Staff recommends preliminary plat approval <br />subject to compliance with the City Staff Review Letter dated April 24, 2002. <br /> <br />Citizen Input <br /> <br />Brian Olson, Principal City Engineer, stated one of the issues to be resolved with the developers <br />is the barrier type curb required on private streets. <br /> <br />Planning Commission/May 2, 2002 <br /> Page 11 of 23 <br /> <br /> <br />
