be 30-35 feet away from plat boundaries and all structures are at least 20 feet apart. The <br />structures on the private driveway collectors meet the 25 foot setback from back of curb. The <br />structures that front on the public streets are subject to a 35 foot setback from the right-of-way; <br />the site plan is proposing a 30 foot setback from right-of-way and the developer received a 5 foot <br />variance. The units meet the minimum square footage required under City Ordinances. City <br />code requires a 15 foot wide screened buffer area when multiple family developments abut a <br />single family district. The developer is proposing a combination of landscaping and a 4-foot <br />berm along the west side of thc development. The developer has submitted a Landscape Plan <br />which is generally acceptable. The Parks supervisor has reviewed the plan and he has noted the <br />requirement of 1 tree per unit has been met. He suggested an additional 44 trees be added if the <br />buffer is included, in order to meet the Code. Grading and Utility Plans will be reviewed as part <br />of the preliminary plat process. Sidewalks are being provided on one side of all of the public <br />streets and a trail will be constructed parallel to Alpine Drive, along the entire south boundary of <br />the plat. Staff is recommending site plan approval contingent upon compliance with City Staff <br />review letter dated April 24, 2002. <br /> <br />Commission Business <br /> <br />Commissioner Johnson questioned whether both berm and trees could be used. <br /> <br />Community Development Director Frolik stated buffering can include a combination of berm, <br />fence and trees. She explained this development is adjacent to single family homes and more <br />trees are needed as a buffer. She said the number 44 mentioned earlier is negotiable. <br /> <br />Chairperson Nixt stated a comprehensive landscape plan is being considered in the Chapter 9 <br />rewrite. He suggested it is appropriate to consider the landscape material being proposed. <br /> <br />Commissioner Johnson stated he is satisfied with a lot of buffering being used, though he <br />thought a 4-foot berm could be adequate. <br /> <br />Commissioner Kociscak indicated the berm should be 5 feet. <br /> <br />Community Development Director Frolik reiterated the buffering could be a combination of <br />fence, berm and trees, but it should reach 5 feet. <br /> <br />Commissioner Johnson suggested Staff work with the developer on the issue of materials used <br />for buffering. <br /> <br />Mr. Peterson stated he has had significant discussion with the neighbors regarding buffering.
