Case #10: <br /> <br />Request for Preliminary Plat Review of Wildlife Sanctuary 2no Addition; <br />Case of Oakwood Land Development <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:22 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 9:22 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Wald stated Oakwood Land Development has applied for preliminary plat <br />review to replat Lots 1 and 2 of Wildlife Sanctuary Addition located west of State Highway #47. <br />The property is located within the MUSA boundary line and is eligible for development with <br />municipal sewer and water services. The 2002 Comprehensive Plan designates the subject <br />property for low-density urban residential development and low-density has been established at 3 <br />units per acre. The subject property is 31.66 acres in size. The preliminary plat is proposing to <br />subdivide the subject property into 42 single-family lots for a net density of 2.01 units per acre. <br />The proposed lots meet the minimum standard for lot area and lot width. The subdivision is <br />proposing to gain access from State Highway #47 by the extension of 156th Lane. She said Staff <br />anticipates that MnDot will require State Highway #47 to be upgraded to include left and right <br />turn lanes. The preliminary plat is providing two cul-de-sacs into the development that meet the <br />cul-de-sac length restriction established in City Code. An access to the south has been provided <br />to facilitate redevelopment of the remainder of Wildlife Sanctuary Addition. <br /> <br />Citizen Input <br /> <br />Mr. Peterson referenced Mr. Giles' comments and they have done a title exam and there is <br />nothing in the public record as it relates to the issue of whether the land can be developed. He <br />added he is not opposed to researching. <br /> <br />Principal City Engineer Olson noted a drive-over type curb is acceptable. He also indicated a <br />report was received from SRF recommending a sound wall not be put up due to the opening <br />provided by 156th Lane and the sound traveling through that opening. He stated a sound wall is <br />not recommended for Wildlife Sanctuary 3rd Addition either. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, and Brauer. <br />Voting No: None.
