Chairperson Nixt closed the regular portion of the Planning Commission meeting at 9:33 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 9:33 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon stated Edina Development has submitted a new and revised <br />preliminary plat for Evergreen Point, a 11 O-unit townhome development on the northwest corner <br />of Alpine Drive and State Hwy. 47. The property is in the process of being rezoned to R-3 <br />Urban Residential to allow for medium density residential development. There is a wetland on <br />the middle and northern tip of the property. In accordance with the newly adopted city street <br />policy, the plan shows a combination of public and private streets. He noted there are 2 accesses <br />onto Alpine Drive and 2 accesses to the adjacent property to the west. The revised preliminary <br />plat has taken out the private road in the center of the plat that had City staff concerned about <br />potential traffic flow. The sound wall will need to be 10 feet tall and could be berming and/or a <br />wall. He noted there does not look to be sufficient area for berming, therefore a 10 foot wall will <br />be necessary. A trail, rather than a, sidewalk is proposed along Fluorine Street in lieu of a trail <br />adjacent to T.H. #47. (Because of the wetland to the north, it would be difficult to install a trail <br />adjacent to #47.) It is expected that park dedication will be satisfied with a cash payment. Staff <br />recommends approval of the preliminary plat subject to the Staff Review letter April 26, 2002. <br /> <br />Chairperson Nixt asked what the distance is from the proposed wall to the first unit. <br /> <br />Principal Planner Trudgeon responded the side yard is 15 feet from the property line. <br /> <br />Chairperson Nixt questioned where the sound barrier would be constructed. <br /> <br />Principal Planner Trudgeon replied it will be on the property line and not on the right-of-way. <br /> <br />Citizen Input <br /> <br />Terry Herman, John Oliver & Associates, representative for the developer, stated he understood <br />the need to build a sound wall and the units do not have windows on that side. He said he was <br />comfortable with Staff comments. <br /> <br />Commissioner Brauer noted the Staff Review letter states "street 'E' does not meet the 75 degree <br />angle requirement," and that Lot 5, Block 3 is too close to the intersection. <br /> <br />Mr. Herman assured him this would be corrected. <br /> <br />Commissioner Brauer questioned how snow removal will be handled. <br /> <br />Planning Commission/May 2, 2002 <br /> Page 20 of 23 <br /> <br /> <br />
