The resident pointed out the curve on T.H. 47 is dangerous with the large trucks from this <br />operation. She acknowledged a sign is up regarding trucks hauling, but the situation is <br />dangerous nonetheless. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Brauer, and Reeve. <br />Voting No: None. Absent: Commissioners Johnson, Sweet, and Watson. <br /> <br />The public hearing closed at 9:46 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:46 <br />p.m. <br /> <br />City Engineer Jankowski stated he recommends approval, and offered observations in regard to <br />the permit. He said he would like to have a map that shows the proposed final grades on Phase 1. <br />He said it would be helpful to have elevations. He also requested that when Phase 1 is <br />completed, which includes the first 5 acres, that he be notified and would like the restoration of <br />Phase 1 to be concurrent with Phase 2. <br /> <br />Chairperson Nixt asked if requiring a 9-foot berm is feasible. <br /> <br />Mr. Thomsen responded he would like to stay in the neighborhood a long time. He said it is his <br />intent to start the restoration phase before beginning Phase 2. He said he would need a 200-foot <br />loop to turn the trucks around. He noted he had conversations with experts regarding dust <br />control, and stated he does have a water truck. However, this is not effective in that it creates <br />mud. He brought in a sweeper, however that generated more dust. He acknowledged this is an <br />issue. He concluded he will need to soak the roads before they are swept. He stated one of his <br />concerns is regarding the use of calcium chloride as noted in number 11 in the permit. He said <br />he is hesitant to use it on the road because it is his intent that the field will remain for alfalfa. He <br />was informed the effect was minimal. He said he will add to the contract with the hauler, that <br />when it is used, the top soil should be replaced. <br /> <br />City Engineer Jankowski said all the other terms will remain consistent to what they have been in <br />the past. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Brauer to recommend that City <br />Council adopt Findings of Fact favorable to the applicant relating to Eric Thomsen's request for a <br />conditional use permit to grade and export soils. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Brauer, and Reeve. <br />Voting No: None.
