end at the boundary line of the plat, a variance will be required to exceed the City's 600-foot cul- <br />de-sac length. The proposed development meets the required building setback from public <br />streets, private streets, exterior development boundary line, and building-to-building setback. <br />City Code also requires the development to provide a minimum of 40% open space, 10% of <br />which must be identified as common area for use by residents of the development. Staff <br />completed a rough estimate and it would appear the development meets the open space <br />requirements. Detailed calculations must be provided during preliminary plat review. The <br />development will also be required to provide a 30-foot landscaped bufferyard, since the <br />development abuts a R-1 Single Family development to the south. A detailed drainage and <br />grading plan will be addressed during the preliminary plat process. The project is subject to the <br />review and permitting process of the Lower Rum River Watershed Management Organization. <br />The Park and Recreation Commission will review the sketch plan at their July meeting for <br />recommendations on park dedication and trail alignment through the development. City Staff <br />recommends sketch plan approval contingent upon compliance with City Staff Review Letter <br />dated July 1, 2002. It is noted that the outcome of all of the reviews may impact the actual <br />number of townhome units on the subject property. Therefore, Staff is stating the general plat <br />design is acceptable but is not committing to any specific number of units at this time. <br /> <br />Dave Schulte, applicant, stated staff covered the issues very well. He stated they propose 150 <br />townhome units and meet all the City's requirements. He stated they installed the berm with <br />Rivenwick 1st and 2nd Additions and the trees have grown in nicely. That will provide the <br />buffer for this project. He stated they will extend Riverdale Drive to Highway 10. <br /> <br />Chairperson Nixt asked if they will be working with the County on the road extension. <br /> <br />Mr. Schulte stated the road is on his property so he will be building it. He assumed that is where <br />the County will open an entry into their park. <br /> <br />Chairperson Nixt asked about the target market for one-bedroom townhomes. <br /> <br />Mr. Schulte estimated the mid-$150,000 range. <br /> <br />Kelly Anderson, 7081 - 137th Avenue NW, stated his property is in the cul-de-sac and backs up <br />to this project. He asked if the road will separate the townhomes. <br /> <br />Chairperson Nixt stated there will be a pond separating Mr. Anderson's property from the <br />townhomes. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Reeve, to approve the sketch plan of <br />Rivenwick 3ra Addition contingent upon compliance with City Staff review letter dated July 1, <br />2002 and noting that the actual number of units is subject to change based on staff review as the <br />planning process continues. <br /> <br />Planning Commission/July 11, 2002 <br /> Page 5 of 9 <br /> <br /> <br />
