Absent: Commissioners Johnson and Sweet. <br /> <br />Case #4: Request for Sketch Plan Review of Wurm-Paumen Properties; Case of <br /> Wurm-Paumen Properties, LLC <br /> <br />Planning Intern Geisler stated that the City received an application from Wurm-Paumen <br />Properties for sketch plan approval to develop 27.01 acres on Ramsey Blvd. at 158th Lane NW. <br />The property is zoned R-1 Residential and is located in the Rural Developing Area. The proposed <br />major subdivision is a replat of the Kroger homestead that will create six lots that meet the <br />required minimum lot size of 2.5 acres. The existing homestead is located on proposed Lot 6 and <br />the structure will remain after the other five lots are developed. Lot 6 also contains a second <br />dwelling unit (illegal non-conforming use) that will be removed as part of the development. The <br />property was the subject of a nuisance complaint in the 1980s for operating as a salvage yard that <br />stores a number of junk cars and other equipment. The developer is planning to clean up <br />equipment and other material remaining from the salvage operation. Wurm-Paumen Properties, <br />LLC is proposing to extend 158th Lane NW into the parcel to provide access to four of the lots. <br />Due to the substantial amount of wetland on the property, Lots 1 and 2 on the south will require <br />access from County Road 56. Staff is anticipating that Anoka County will recommend a shared <br />driveway for these two lots. The property is also subject to the Ramsey Park and Trail Plan and <br />will be required to dedicate a 75-foot trail corridor connecting Central Park and Elmcrest Park. <br />Staff recommends sketch plan approval. <br /> <br />Brad Paumen, applicant, stated the staff report is correct. He introduced the consultants who did <br />the wetland delineation and soil borings for the sewer sites. He advised that Lots 1 and 2 have <br />three acceptable sewer sites, versus the four required, so they will become one lot; Lots 3 and 5 <br />will become a little larger. <br /> <br />Principal Planner Trudgeon asked if the sketch plan is being changed to five lots. <br /> <br />Mr. Paumen stated that is correct. He stated the existing residence driveway onto County Road <br />#56 will be abandoned and converted to 158th Lane. The Highway Department will be <br />approached for one driveway versus a 2-lot shared driveway where Lots 1 and 2 are being <br />merged into 1 lot. <br /> <br />Commissioner Brauer asked about the salvage lot. <br /> <br />Mr. Paumen stated there was old farm equipment like dump rakes and corn pickers, mostly steel. <br />He stated most of the equipment has been sold. <br /> <br />Commissioner Brauer stated his concern with waste fluids from the equipment. <br /> <br />Mr. Paumen stated it was not that type of farm equipment. <br /> <br />Planning Commission/July 11, 2002 <br /> Page 6 of 9 <br /> <br /> <br />
