Motion denied. Voting Yes: Chairman Peterson and Commissioner Deemer.
Voting No: Commissioners Dunn, West and Schneider.

Co,unissioner Schneider - Let the recrods reflect that we have been faced
with similar type situations, but I don't feel that we were able to come
up with a way of controlling this situation.

C~T~nission recessed at 9:21 P.M.

Chairman Peterson called meeting back to order at 9:37 P.M.

2) Mr. and Mrs. R.A. Peltzer's Request for Sketch Plan and Preliminary
Plat Approval for R.A. Peltzer Addition.

Con~nission reviewed letter from Mr. P. Raatikka to Mr. Kenneth Peterson
dated October 26, 1981, regarding preliminary plat review of R.A. Peltzer
^ddit~on.

Mr. Berg - A previous subdivision of property has left this parcel.
Nel. ther is a lot of record. Mr. Peltzer has a building permit contingent
on platting. Mr. Peltzer's dedication of right-of-way to Industrial
Boulevard has cost him a lot that would have had adequate frontage, l~en
you take right-of-way into consideration, lot size is 2½ acres. Mr.
Peltzer's giving up 150' of his property for Industrial Blvd. right-of-way
makes for a valid criteria for granting variance. If he ever sells his
home, the property can still be used for industrial purposes.

Commissioner Deemer - What about industrial property with residents on it?
Also, there would be a loss of tax base by homesteading on industrial
property.

Mr. Berg Have talked with the Peltzers and they have no problem with
residing in an industrial area.

Commissioner West commented that at the rate business is coming into the
City of Ramsey, he doesn't feel loss of tax base should be of concern.

Conmissioner Schneider stated that City would be lucky to get taxes off
the house.

Motion by Commissioner Deemer and seconded by Commissioner West, to
recommend Ramsey City Council approve preliminary plat and any variances
necessary to comply with Mr. Raatikka's letter of October 26, 1981, for
R. A. Peltzer's addition under 170.0312b of City Ordinance and facts
involved being dedication'to the City for road use decreased'the property
beyond useable size and further, that City waive park dedication fee
in view of compensation wasn't gained when he dedicated the easement.

Further Discussion: Commissioner Schneider stated that Mr. Peltzer
still has to go to final plat.

Motion carried.
