CASE #11: <br /> <br />The bid tabulation, Street Superintendent's recommendation and a proposed <br />resolution regarding this matter are included as enclosure (D3-i) for your <br />consideration. <br /> <br />Your action in this matter would be as follows: <br /> <br />Motion by and seconded by to adopt Resolution <br />#82- accepting the low bid of Arnie's Ground Maintenance in the <br />amount of $18.00 per hour to maintain the Ramsey City Parks. (Please <br />refer to resolution file for Resolution #82- .) <br /> <br />Motion carried. Voting yes <br />Voting no <br /> <br />ESTABLISHING OF POLICY REGARDING THE FINANCING OF PUBLIC UTILITIES (SANITARY <br />SEWER AND WATER) STORM SEWER AND STREETS IN B-l, I-l, AND R-1 AREAS: <br /> <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Council discussed several years ago methods of financing the streets of I-l, <br />B-1 and R-1 zoned areas. However, it was decided at that time to table the <br />discussion and wait until sanitary sewer became imminent to Ramsey. Con- <br />sequently, we are fast approaching the time when sanitary sewer will be in <br />the City of Ramsey. <br /> <br />In view of the above, we should be establishing a policy now in regards to <br />how we proposed to finance public utilities, storm sewers and streets. It <br />is very. important that we do have a good sound policy in regards to this <br />issue as you are talking about a big financial undertaking. <br /> <br />Council may want to send this to the Economic Development Commission. One <br />or the other of the following should .be accomplished by them: <br /> <br />a) <br /> <br />Council may appoiht an Ad Hoc Committee consisting of City Council <br />members, EDC members and City Staff to develop a rough draft on the <br />above issue. <br /> <br />b) <br /> <br />Council should develop a proposed policY for financing of public <br />utilities (sanitary sewer and water), storm sewers and streets in <br />the B-l, I-1 and R-1 areas and submit thi~ to~he EDC~for their '~ <br />review ~and comments. The difference here is you have prepared <br />the basic proposed plan and they are 0nly reviewing and commenting <br />on it. <br /> <br />c) <br /> <br />Have the EDC develop a proposed policy for financing of public <br />utilities (sanitary sewer and water), storm sewers and streets in <br />the B-l, I-1 and R-1 areas and submit it to Council for approval. <br />The drawback to this approach is the EDC may take a faster approach <br />to development than you would. <br /> <br />Your action will be to decide what you want to do in regards to this issue. <br />I would assume you will use select Staff to proceed with subparagraphs a or <br />b above. However, you may want to send it straight to the EDC to be developed. <br />In that case, you would proceed with subparagraph a above. <br /> <br />The following proposed motion is hereby submitted for your consideration: <br /> <br /> <br />
