Voting No: None. <br /> <br />Further Discussion: Mayor Gamec directed staff to request that the county notify the citizen <br />representing the petition holders when their committee will be discussing this issue. <br /> <br />Case #11: <br /> <br />Reject Quotes for Armstrong Boulevard Watermain (Improvement Project <br />04-35) <br /> <br />Assistant Public Works Director Olson stated Improvement Project #03-29 was authorized for <br />construction of utilities and MSA streets through Ramsey Town Center. The City requires all <br />developers to extend trunk sanitary sewer and water to the edge of their plat. The southwest <br />corner of Ramsey Town Center is the northeast Comer of Highway 10 and Armstrong Boulevard. <br />The water and sewer were jacked under the railroad tracks and Highway 10 so that future <br />connections could be made outside the Ramsey Town Center plat. Norfolk Properties is <br />developing the lot on the southeast comer of Armstrong Boulevard and Riverdale Drive. They <br />were required to connect to City water as a condition of the approval of their site plan. Staff <br />requested preparation of plans showing how this connection could be made. The watermain will <br />be placed in the east right-of-way of Armstrong Boulevard in the future, without requiring <br />relocation. The Engineer's estimate for this work was $33,684.50, which was under the $50,000 <br />threshold for competitive bidding. Quotes for this work were solicited from contractors. The <br />quotes were received on September 24, 2004 and reviewed. The lowest quote came in at <br />$56,342.50, 67 percent over the engineer's estimate. <br /> <br />Assistant Public Works Director Olson explained the request for quotes included a short <br />completion deadline, which may have influenced the prices. The quotes should be rejected and <br />new quotcs solicited. The new quotes should increase the time allowed for completion of the <br />work and the plans should be revised to reduce the amount of work required near the paved <br />surface of Armstrong Boulevard. Staff recommends rejection of all the quotes received on <br />September 23, 2004 and authorization to solicit new quotes based on the changes outlined. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to reject all quotes <br />received on September 23, 2004 and authorization to solicit new quotes based on the changes <br />outlined. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #12: <br /> <br />Request for Final Plat Review for Ramsey Town Center 5th Addition Case of <br />City of Ramsey and Ramsey Town Center LLC <br /> <br />Assistant Community Development Director Tmdgeon explained this is a very simple final plat <br />for Ramsey Town Center 5th Addition. The plat would resubdivide several outlots of the Ramsey <br />Town Center Addition Plat into new outlots in order to facilitate a future real estate transaction. <br />In total, Ramsey Town Center 5th Addition will create nine new outlots from nine existing <br /> <br />City Council/September 28, 2004 <br /> Page 14 of 17 <br /> <br /> <br />
