The proposed final plat does not dedicate any new right-of-way and since the plat does <br />not create any buildable lots, grading, drainage, and utility plans are not necessary at this time. <br />The plat does not dedicate any additional easements. All of the drainage and utility easements <br />shown on the final plat were created as part of the Ramsey Town Center Addition. Since there <br />will not be any direct development as part of this final plat, it is staff's position that a <br />Development Agreement is not necessary. The Planning Commission reviewed the sketch plan <br />for Ramsey Town Center 5th Addition and found it acceptable and recommended that the <br />applicant proceed to the final plat stage. <br /> <br />Counci hnember Strommen noted the overall purpose for this must relate to the City taking over <br />these lots. She questioned if it makes sense to do this now or at a later time to make sure it is <br />divided correctly. <br /> <br />Assistant Community Development Director Trudgeon reviewed the configuration of the outlots. <br />Thc question of whether this is appropriate at this time is a decision for the Council. If this is <br />done and the amendment does not happen there are a couple of options. One option is not to file <br />the plat and the second option is to file the plat and have a revised legal description. This does <br />not grant anyone any other rights, and the exposure for risk is low to none. <br /> <br />Assistant Pttblic Works Director Olson advised the primary reason to bring this forward is for <br />reference of the final plat document and the Master Development Agreement amendment <br />language. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to approve the final plat <br />contingent upon compliance with the City Staff Review Letter dated September 24, 2004. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Kurak, <br />Strommen, and Zimmennan. Voting No: None. <br /> <br />Case#13: <br /> <br />Consider First Amendment to the Master Development Agreement for <br />Ramsey Town Center <br /> <br />City Administrator Norman advised staff recommends this case and Case No. 14 be tabled for <br />consideration at a special meeting on Tuesday, October 5th. <br /> <br />Motion by Councihnelnber Elvig, seconded by Councilmember Cook, to table Case No. 13 and <br />Case No. 14 to a special City Council meeting to be scheduled Tuesday, October 5th at 7:00 p.m. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman.
