Associate Planner Geisler advised the plat proposes to gain access through a private access offof <br />Ramsey Blvd. As was discussed at the July 1st and July 12th Planning Commission meetings, <br />staff received some initial comments from Anoka County that indicated the County would not <br />permit any additional access onto Ramsey Blvd. She nbted yesterday staff received formal <br />comments from the county restating the informational comments received earlier that there will <br />be no additional access granted onto Ramsey Boulevard. Due to this City Staff is recommending <br />that 148~ Avenue be connected to Ramsey Boulevard. <br /> <br />Assistant Community Development Director Trudgeon explained staff has been trying to discuss <br />this with the county about the possibility of the single access, which makes more sense to them <br />than constructing a whole new road through there. The county has not responded. The single <br />access being proposed would line up with 147th Avenue and would make sense from a trafSc <br />safety standpo(nt a new 148m Avenue access road would lead to more traffic entering Ramsey <br />Boulevard at that location for the mini storage units or the residential units to the east. Staff <br />thinks there is some validity to looking at a sing!e access, but has been unable to resolve it with <br />the county. If the county will not allow the single access the City would have to provide some <br />access, which would be through 148m Avenue. <br /> <br />Commissioner Van Scoy suggested 148th Avenue be ½ block long and stubbed in from Ramsey <br />Boulevard, rather than going all the way into the residential neighborhood. <br /> <br />Assistant Community Development Director Trudgeon replied that is possible with the road <br />ending in a cul-de-sac. <br /> <br />Chairperson Nixt noted the preliminary plat contemplates access off of Ramsey Boulevard. He <br />inquired if the approval could be made contingent on the appropriate approval by the county. <br /> <br />Assistant Community Development Director Tmdg¢on explained if the access were to be granted <br />this plat would be fine. However, i£the county will not allow a single access staff needs to know <br />if right-of-way should be required. The question is if the plat should be approved as it is with the <br />applicant to deal with the county, or if the right-of-way should be dedicated all the way to <br />Ramsey Boulevard. Staff has recommended in light of what the county is saying they need to <br />dedicate that right-of-way. He noted there were some neighbors concerned about 148d~ Avenue <br />going through that residential neighborhood. <br /> <br />Commissioner Brauer questioned w-hat the county will allow for access. <br /> <br />Associate P lamber Geisler replied the letter from the county indicates they ,,viii alloxv access <br />through the neighborhood. The county also states that the parcel on the northwest comer of <br />CR116 and Ramsey Boulevard will also need to gain access through the neighborhood at 148th <br />Avenue at some time in the future should it develop. <br /> <br />Chairperson Nixt questioned what has happened to the access rights. <br /> <br />Assistant Community Development Director Trudgeon replied the rights still exist, but the <br />cotmtv is re l:'erring to [:uture development of that parcel. <br /> <br />Planning Commission/August 5, 2004 <br /> Page 14 of 40 <br /> <br /> <br />
