12 <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey, to recommend that the City <br />Council grant approval of the proposed preliminary plat contingent upon compliance with City, <br />Staff Review Letter dated July 30, 2004 and approval of the request for site plan approval. The <br />preliminary plat should include the following: <br /> · Access to tine up with the i47~' Avenue/Ramsey Boulevard intersection east of Ramsey <br /> Boulevard. <br /> · The creation.of an outlot adjacent to the southern lot to allow for future connection to the <br /> road network. <br /> The minimum cut-de-sac length necessary as determined by staff at the termini of 148m <br /> Avenue. <br /> <br />Further Discussion: Mr. Sctunidt indicated the site will meet the setback and requirements. His <br />plan is to eliminate future issues with the parcel on the corner by deeding the outlot to the City so <br />it is there t'or access purposes. Assistant Community Development Director Trudgeon indicated <br />staff w'ill continue to explore the access issue with the county. Commissioner Brauer asked if the <br />access being proposed at 147~' Avenue locks them in if the county decides it needs to be at a <br />different location. Mr. Schrnidt replied he thinks the county will be hard pressed not to have the <br />access where it already is. Putting 148th Avenue through would create more problems with CR <br />56 and traffic. Commissioner Brauer asked if something should be included in the motion to <br />state the Commission is opposed to 148~' Av'enue going through. Mr. Schmidt replied if it is <br />included in the minutes he can communicate that to the county. Chairperson Nixt commented <br />the recommendation of the Commission is based on their desire to achieve the appropriate line- <br />up given the existing development along CR 56 and to avoid the staggered access that would <br />result if the access were to be approved at 148th Avenue, which they are opposed to at this time. <br />This access at 147th Avenue would also facilitate the county's desire to eliminate additional <br />access to CR 56. Commissioner Watson stated access at 148th Avenue going through the <br />residential neighborhood would be a violation of the comprehensive plan. There are several <br />things in the comprehensive plan regarding the separation of new development from existing <br />neighborhoods, the flow of traffic, and those types of things. There are about 20 dif£erent things <br />in the comprehensive plan that the access at 148th Avenue would be in violation. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brunet, Van Scoy and <br />Watson. Voting No: None.
