Service Area (MUSA). Under City Code, parcels between 2-2.59 acres can have up to 2,064 <br />square feet of accessory building space. The proposed building will be 1,700 square feet (34' x <br />50') in size. Coupled with the existing garage (1,030 sq. ft.), the applicant will have 2,730 sq. ft. <br />in accessory buildings. This results in an overage of 666 square feet. The applicant would like <br />to exceed the 2,064 square feet restriction in order to construct a detached accessory building that <br />would accommodate the storage of a 5th wheel travel trailer as well as a tractor and other personal <br />equipment/vehicles. The applicant has stated that the exterior wall materials will consist of <br />finished coat stucco that will match the house exterior. The accessory building will comply with <br />the height restrictions. <br /> <br />Citizen Input <br /> <br />Community Development Director Frolik reported that she received a letter from the Northfork <br />Homeowner's Association. She explained that Mr. Shappell originally got a verbal message <br />from the Association that indicated their inclination was to approve the building. But after <br />meeting with Mr. Shappell, their letter indicated they were going to recommend denial. She <br />advised that Mr. Shappell stated that later this afternoon the Association agreed to take a second <br />look at his proposal The Association is requesting, if approval is considered, that it be <br />contingent upon what Mr. Shappell works out with the Northfork Homeowner's Association. <br /> <br />David Shappell, applicant, stated that he has a letter which has been signed by all of the <br />neighbors with the exception of one who was not 100% in favor of the building but indicated he <br />would not attend the meeting to voice his opinion. He stated he plans to construct the building <br />whether or not the variance is granted. If the variance is not granted, the building will be 20 feet <br />shorter. Mr. Shappell explained that he needs the building to be 50 feet long to get his 5th wheel <br />inside. If the variance is not approved, he will park the 5th-wheel in his driveway. He explained <br />that the Northfork Homeowner's Association supports putting vehicles away so he is not sure of <br />their objection. He stated the building is behind his house, in the trees, and meets all criteria of <br />the City except for the length. He offered to attend the next meeting if the Commission would <br />like additional time to get the recommendation of the Association. <br /> <br />Commissioner Kociscak asked what the height of this building would be. <br /> <br />Mr. Shappell stated it is 24 feet high and meets the criteria of the City. <br /> <br />Community Development Director Frolik explained that City Code allows 22 feet from mean <br />ground to mean gable so the proposed building meets the restrictions. The issue under <br />consideration is the building size, not the length. <br /> <br />Commissioner Johnson asked if this property is subject to the architectural control with the <br />Northfork Homeowner's Association covenants.
