<br />Ms. McManigle stated they like the property but they do not want to have to make a decision <br />based on if they have to live there. She stated she would not be comfortable basing the CUP on <br />them as homeowners. She stated they would not be doing anything to degrade this and they <br />would actually fix it up and maintain the property. <br /> <br />Mr. Abendroth stated with the popularity of condos in Ramsey, he wondered if this may be <br />rezoned as condos and sold as separate properties. <br /> <br />Ms. Borsey stated they could not advertise this as condos because there are two units and the land <br />could not be split and sold separately and they could not be combined and sold as one. <br /> <br />Acting Chairperson Johnson noted if they could sell these as condos, the owners could rent out <br />both units. <br /> <br />Mr. Trudgeon stated they could. <br /> <br />Acting Chairperson Johnson stated that if they kept this as owner/occupied, he thought it would <br />be difficult to sell this because the owner would need to live in one unit. <br /> <br />Mr. Abendroth stated he feared for the deterioration of the community. <br /> <br />Motion Failed. Voting Yes: Acting Chairperson Johnson, Commissioner Jeffrey. Voting No: <br />Commissioners Shepherd, Brauer, and Watson. Absent: Chairperson Nixt and Commissioner <br />Van Scoy. <br /> <br />The Commission went through findings of fact for denial. <br /> <br />Commissioner Brauer stated number 17 "may impact the use of surrounding residents" and 18, <br />"will not", the last sentence in 18 should be "may". <br /> <br />Commissioner Brauer stated number 20, "will be disturbing", 21 is not relevant and should be <br />stricken. Number 22 is also not relevant. <br /> <br />Mr. Trudgeon stated number 22 is part of their standard l,anguage. <br /> <br />Commissioner Brauer noted number 23, "Will not" <br /> <br />Ms. Frolik wondered if they should add a finding regarding the Commission's concern about <br />potential impact of absentee homeowner in a residential neighborhood. <br /> <br />Commissioner Brauer thought this could be added as item 21. "Lack of the owner occupancy <br />requirement may be detrimental to the character of the existing neighborhood." And Number 24, <br />"will not". <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Shepherd, to recommend that City <br />Council adopt findings of fact to support denial of the request. <br /> <br />Planning Commission/October 7, 2004 <br />Page 10 of 15 <br />
